MLS referee group defends decisions after Orlando's chaotic win over NYCFC

The Professional Referees Organization, which makes referee assignments in North America, including MLS, has defended referee Allen Chapman's handling of the end of the first round MLS Cup playoff match between Orlando City SC and New York City FC .

After extra time ended 1-1, the two teams proceeded to a penalty shootout. Orlando keeper Pedro Gallese appeared to hand the Lions a 4-3 shootout victory when he saved Taty Castellanos' shot, but VAR deemed that Gallese had left his line early. He was subsequently booked, and because it was his second caution, he was sent off.

Orlando backup keeper Brian Rowe attempted to convince Chapman that he could be substituted in, and initially it looked as if the substitution would be allowed. But after consulting with the rest of the refereeing crew, Chapman decided that only a player who had been on the field at the end of extra time could deputize for Gallese.

Midfielder Rodrigo Schlegel was ultimately chosen to deputize for Gallese.

Castellanos subsequently converted the retake, and NYCFC goalkeeper Sean Johnson saved Nani's attempt to bring NYCFC level. But in the seventh round, Schlegel became the hero, saving Gudmundur Thorarinsson's attempt. Benji Michel then converted Orlando's next shot to give the Lions the win.

"I think we'll need more time to calm down and reflect on what happened tonight," said Orlando head coach Oscar Pareja, who had initially ran into the tunnel following Gallese's would-be save. "The analysis of the game, it may wait for tomorrow when we can analyze the soccer side. What just happened at the end, I never saw it before."

"After what just happened I can laugh," he later added, "but believe me, this is insane tonight."

On Shlegel's impromptu role between the sticks, Pareja said the Argentine told him: "Papi, I can do that."

"Rodri told [Gallese], 'I was a goalkeeper when I was in the academy.' So we just gave him the gloves and prayed," added Pareja.

Orlando captain and former Manchester United player Nani said: "I never had such an experience during a game, even an important game like that."

But after the game, there was still considerable confusion as to whether Chapman had handled the situation correctly. The Laws of the Game changed in June 2019-20 to say a goalkeeper must have one foot on the line when a penalty is kicked. Any offence was a mandatory yellow card. But this led to several controversial incidents at the 2019 FIFA Women's World Cup, where it was first used.

The International Football Association Board (IFAB), which oversees the Laws of the Game, offered special dispensation to leagues and competitions not to book a goalkeeper during a penalty shootout, to reduce the chance of him/her being sent off during a shootout.

IFAB amended the Laws of the Game for 2020-21 to state that a goalkeeper should be warned for the first offence, and booked for any subsequent infraction. In addition, yellow cards picked up during the course of the game do not carry through to the penalty shootout.

But MLS has been operating under the 2019-20 version of the Laws of the Game for entirety of this season. So while next season Gallese would go into the shootout without a yellow card and would not be booked for coming off his line either, that didn't help him on this day.

"The MLS regular season started in March 2020 prior to the 2020/21 law changes coming into effect, and therefore the entire regular season was played under the provisions of the 2019/20 Laws of the Game, as are the current playoffs," PRO said in a statement given to ESPN. "As such, when a goalkeeper encroaches from the goal line and does not have at least one foot on, or in line with, the goal line at the moment when a penalty kick is taken, or when a kick happens during kicks from the penalty mark to decide the winner of the game, if the kick is saved it must be retaken and the goalkeeper must also be cautioned."

The statement added that Gallese "was correctly cautioned for the offense as per the 2019/20 Laws of the Game."

In terms of the attempted substitution of Rowe, PRO indicated that Chapman's ultimate decision was correct. PRO's statement added, "The Laws of the Game only allow a goalkeeper who has been sent off during kicks from the penalty mark to be replaced by an eligible player, i.e. a player who was on the field of play at the end of extra time. As such, even though Orlando had not used their full allocation of substitutes, they were not able to bring a substitute goalkeeper into the game at that point, and Gallese had to be replaced in goal by a field player."

San Francisco Giants Announce Three Injury Rehab Starts for Sacramento

The San Francisco Giants may have some reinforcements coming soon, as three injured players are set to rehab at Triple-A Sacramento on Tuesday, per multiple reports .

Pitcher Tristan Beck is expected to be in three innings, while pitcher Tyler Matzek and infielder Thairo Estrada will begin rehab assignments.

Beck has been on the 60-day injured list all season after he was diagnosed with a upper right arm aneurysm in February. That required surgery at Stanford University and he’s been working his way back ever since.

Tuesday’s game with the River Cats will be his second rehab game. His first was on Thursday, as he gave up one run on four hits over three innings.

Beck, a 28-year-old right-hander, made his Major League debut last season with San Francisco, as he went 3-3 with a 3.92 ERA 33 games, 30 of which were in relief. He struck out 68 and walked 21 in 85 innings.

He was Atlanta’s fourth-round pick in 2018 and went to college at Stanford. He joined San Francisco in a 2019 trade that sent Mark Melancon to the Braves.

Estrada, a 28-year-old infielder, is on the injured list for the second time this season with a left wrist sprain. The Giants moved him back to the IL on July 26 after he batted just .088 in 34 plate appearances after he returned from the injury the first time.

He’s taken live batting practice twice in the past few days and it’s not clear how much time he’ll need to be ready to return. Estrada did not do a rehab assignment the first time he was hurt.

His bat has not been as productive this season, as he has slashed .216/.249/.353/.602 with nine home runs and 43 RBI. This is Estrada’s fourth season with the Giants and he’s connected on a career-high 14 home runs in each of his last two seasons.

Before that he was with the New York Yankees in 2019 and 2020. The Giants acquired him for cash after the Yankees designated him for assignment in early 2021.

Matzek, a left-hander, is on the 60-day injured list and joined the Giants in late July as part of the return in the Jorge Soler trade. He had Tommy John surgery in late 2022 and is on the IL with left elbow soreness.

He’s thrown two bullpens and a live batting practice since he arrived in San Francisco and he and the Giants are not targeting a specific date to return.

Matzek has not pitched in the Majors since 2022 with Atlanta. He made 69 relief appearances for Atlanta during its 2021 World Series run and is 16-21 in his career with a 3.72 ERA in 168 games.

Philadelphia Union outlast Cincinnati in rollercoaster win: "We have a confidence right now"

It’s no secret the Philadelphia Union have had their struggles this season. But after a wild 4-2 road victory against FC Cincinnati in the Leagues Cup Round of 16, head coach Jim Curtin is ready to flip the script.

“When everybody’s here, we’re still a really good team,” Curtin said after the Union’s win. “We have a confidence right now, a belief.”

"Perfect" road performance

Philly are now six games unbeaten following the triumph over Cincinnati — a well-timed run of form as they battle for a Leagues Cup trophy and gear up for the stretch run in MLS.

Nothing came easy in their rollercoaster ride of a win over FCC.

After a goal was disallowed in the first half due to offside, Mikael Uhre opened the scoring in a wild six-goal second half. Red-hot Tai Baribo struck for a brace, increasing his total to five Leagues Cup goals and 11 goals in his last 11 games, and Quinn Sullivan fired home an insurance tally six minutes from full time to negate lifelines by Pavel Bucha (66') and DeAndre Yedlin (80') that sparked the TQL Stadium crowd.

“In the hard moments, that's when you learn what your culture really is,” Curtin said. “How guys respond tells you a lot about them. This is a group that’s together. Do we play perfect soccer? No, but on the road, this is as perfect as you can play.”

Back on home turf

The win sets the Union up for a Saturday quarterfinal clash at home with Mazatlán, who scraped past Cruz Azul in a penalty shootout. They'll look to erase the memories of their early season setbacks.

“We still have a hard road to go in the regular season,” Curtin said. “We want to make another run at a Leagues Cup. We want to build confidence, and go into the final nine games with that confidence.”

The Union sit 10th in the Eastern Conference standings, one point below the playoff line. Now, they have a shot at securing another deep Leagues Cup run, a year after finishing third.

“It's an important win for our group,” Curtin said. “We'll continue to try to survive and advance.”
