Dr. Capano brings extensive academic and professional experience with more than 47 years of experience in the construction industry and over 25 years in academic program leadership. He currently serves as principal of The Capano Group, a consulting firm for contractors and construction education.

Prof. Ian R. McAndrew, PhD is a mechanical engineer who has worked in education nearly 30 years. His global teaching and research began in London and, now with Capitol Technology University where he is the Dean of Doctoral Programs, have taken him around the world. He has taught in over 25 countries, holds six degrees, is qualified as an Electrical Engineer, and is an accepted fellow of the Royal Aeronautical Association Fellowship, also known as a FRAeS. He has supervised over 80 PhDs and has almost 60 peer-reviewed publications. Dr. McAndrew’s current research is in aerodynamics and low speed flight. He is frequently invited to deliver keynote speeches and is the chair of several international conferences. Additionally, he is the editor or assistant editor in chief of several international academic journals.

Degree Details

This program may be completed with a minimum of 60 credit hours, but may require additional credit hours, depending on the time required to complete the dissertation/publication research. Students who are not prepared to defend after completion of the 60 credits will be required to enroll in RSC-899, a one-credit, eight-week continuation course. Students are required to be continuously enrolled/registered in the RSC-899 course until they successfully complete their dissertation defense/exegesis.

The PhD program offers 2-degree completion requirement options:  

Dissertation Option: the student will produce, present, and defend a doctoral dissertation after receiving the required approvals from the student’s Committee and the PhD Review Boards. 

Publication Option: the student will publish three works of original research in a scholarly peer-reviewed journal(s) of high stature. Two of the three published works may be in a peer reviewed conference proceeding if the conference is international and approved by the Dean. The student will produce an exegesis culminating the work for their defense. Students must receive the required approvals from the student’s Committee and the PhD Review Board prior to publication. Prior Achieved Credits May Be Accepted.

Colleges and universities may receive one of three types of accreditation . Regional accreditation is normally reserved for academic, not-for-profit, and state universities. The Council for Higher Education Accreditation (CHEA) oversees accrediting agencies recognized by 'professional and state licensing authorities' without federal recognition. CHEA reviews accredited institutions every 3-10 years, and evaluates them based on a review process that takes key principles like quality assurance, advocacy, and inclusion into account. The U.S. Department of Education oversees federally recognized accrediting organizations and maintains a list of active and inactive regional, national, and specialized accreditation providers.

The title of chief executive ― which encompasses CEOs, COOs, college presidents, and superintendents ― brings above-average earnings across the country. However, some states offer significantly higher annual salaries than others. According to the Bureau of Labor Statistics, the mean annual wage for chief executives nationwide is $246,440 , but these employees earn at least $279,000 per year in 11 states. The association is also home to the Women's Leadership Center that helps ensure achievement and job satisfaction among female organizational leaders.
  • Executive Leadership Council : Founded in 1986, the ELC trains and empowers African American organizational leaders. The council's C-Suite Academy offers leadership development, networking opportunities, and executive coaching for 'high potential senior executives.' The Doctorate of Philosophy in Civil Engineering with a concentration in Project Management is designed for advanced graduate students with strong academic credentials who seek to focus on a specific research subject in depth. The program requires a minimum of 36 credit hours and combines advanced-level coursework with a doctoral dissertation. The PhD program is residential. UMD does not offer an online PhD program in Project Management.

Doctoral students will have many opportunities to research relevant theoretical and practical problems in major project-based industries including engineering and construction, real estate planning, government services, and others for use in their dissertations.

Every doctoral student is supervised by a designated professor and benefits from his or her personal guidance. A committee of other professors formed with expertise similar to the student’s topic of study will also be available for support.

The PhD program is designed with a foundation of five core courses and electives as needed to support their dissertation. Core courses and PM electives are shown below.
