How Do Online Manuscript Submission Systems Work?

' src=

Many publishers now use electronic manuscript submission and peer-review systems to manage their publications and it is important for authors to get familiar with these as it could save them valuable time and help them communicate better with editors and referees.

Most of the programs available work in a similar way—be it ScholarOne , used by SAGE and some of the journals published by the Nature Publishing Group, Editorial Manager , used by Springer, Wiley, or PLOS, or Elsevier’s new Evise®. All these systems have been designed to make the publishing process more efficient and readily accessible to authors and reviewers from all over the world.

Fast, Easy, and Convenient

There are many advantages associated with online submission systems. In general, they ensure a more rapid and convenient publication while saving authors, editors, and publishers time and money. Authors can submit their manuscripts electronically at any time and from any part of the world. Similarly, suitable referees can be contacted easily by e-mail. Access to the system (for both authors and referees) is controlled by login and user privileges. The electronically conducted peer-review process allows for faster and easier communication between authors and referees.

Role of Editors in Security of the System

However, recent issues, such as the discovery of peer-review rings , have exposed some weaknesses in modern publishing systems . In several cases, unethical scholars have exploited features of the automated process to cheat editors into accepting manuscripts, often by doing their own reviews. In the end, it is the responsibility of the journals and their editorial teams to invite suitable referees for their papers. If the selection process is done in a proper way, by carefully checking the e-mail addresses, affiliations, and expertise of potential reviewers, such problems can be minimized.

In the past, other issues including poor password management and lax password protection were also discussed. In 2012, an Elsevier journal retracted several papers after an unknown person accessed an editor’s account and assigned the manuscripts to fake peer reviewers. Fortunately, many of these security problems have been corrected and the benefits of electronic manuscript submission systems now overweigh the drawbacks.

Six Simple Steps to Online Submission

The online submission process is usually quite straightforward—and the software provided by most publishers is self-explanatory—so submitting a paper to a journal only requires a few simple steps :

  • Preparing your manuscript : To start with, make sure that your paper is ready for submission. Most journals have specific formatting and length requirements, so check the author guidelines on the publisher’s site for more information. Some journals even have templates for the different types of publications, which you can download.
  • Registration and/or login: The first time you use an online system, you must register for an account. You will need your login information each time you return to the site.
  • Entering manuscript information: When submitting your paper, you must provide some basic information, such as title, authors, affiliations, abstract, cover letter, suggested and/or opposed reviewers (in some cases), conflicts of interest, keywords, etc. At this stage, you must also inform the editor of any related manuscripts submitted or in press at other journals.
  • Uploading your manuscript to the system: Now it is time to upload the text and figure files of your paper. The manuscript will normally be converted to PDF for your review and approval.
  • Providing additional information: Normally, you can also upload supporting information (images, movie files, or text) to the journal’s database. In most cases, you will also be prompted to submit a completed copyright form provided by the publisher.
  • Reviewing and submitting your paper: Finally, you must carefully review the converted PDF file to make sure that all the equations, tables, and special characters are shown properly. Once approved and submitted, the converted file will be viewed by editors and referees.

Learn how Assignments works

Assignments is an add-on application for learning management systems (LMSs) to help you distribute, analyze, and grade student work with Google Workspace for Education.

For file submissions, Assignments make Google Docs, Google Sheets, Google Slides, and Google Drive compatible with your LMS. You can use Assignments to save time distributing and grading student work, and analyze student submissions with originality reports to ensure authenticity.

You use Assignments as a Learning Tools Interoperability (LTI) tool integrated within your LMS. It works with any LMS that supports LTI version 1.1 or higher, such as Canvas, Schoology, Blackboard, Moodle, and others.

Adding Assignments to your LMS might require assistance from your LMS administrator. If you have never set up an add-on application or external tool for your LMS before, talk to your IT or LMS admin about setting up Assignments in Canvas, Schoology, or another LMS.

Modern electronic systems require high DC/DC converters are widely used in many industrial and e lectrical systems. As DC/DC converters are nonlinea r and timevariant systems, the application of linear control echniques for the control of these converters are not suitable. In this paper, a new slidi ng mode controller is proposed as the indirect cont rol method and compared to a simple direct control method in order to control a buck converter. The simulation results are presente d for a step change in reference voltage and input voltage as we ll as step method are compared with the conventional PID contr oller. The results show the good performance of the proposed sliding mode controller. The proposed method can be used for the other DC/DC converter.

New data suggests Oregon taking longer to pay jobless claims; state will increase overtime to pick up pace

  • Mike Rogoway | The Oregonian/OregonLive

Nearly a third of unemployed Oregonians have to wait at least three weeks to get their jobless benefits paid, according to new federal data, extending a steep decline in timely payments that began a year ago.

It’s the first publicly available information that quantifies how the employment department has performed since it launched its new computer system , Frances Online, in March.

The employment department says it’s unsure whether the latest numbers accurately capture the situation, citing possible issues with the data associated with the transition to the new computers. Regardless, the troubled agency said staff will work additional overtime to more promptly address claims.

Real help may not come before August, when state funding kicks in to add more personnel.

“We know people are already facing difficult situations with the loss of employment, and we know that waiting any amount of time is difficult,” David Gerstenfeld, the employment department’s director, said in a statement Wednesday. “We also acknowledge that it is especially frustrating when they can’t get through to us on the phone or have to wait on hold for long periods when they do.”

Frustrations have intensified over the past two months , after the employment department introduced Frances Online to handle jobless claims. The agency says its problems predate Frances and the new data suggests that is correct.

The employment department promptly paid more than 90% of claims for most of 2022 and 2023. Performance declined precipitously beginning last summer as pandemic-era federal funding dried up and the number of staff processing Oregon benefits applications dropped by two-thirds.

By the end of last year fewer than 70% of claims were being processed within three weeks, the federal standard for timely payment. The numbers indicate performance briefly improved in January but then regressed in February and March.

Just about 40% of new claims were paid within a week in January, according to the data, down from around 70% in most of 2022 and 2023.

“Generally, these numbers are much lower than we were expecting to see for the month of March,” the employment department said in a written statement.

The agency said believes data issues associated with the switch to Frances Online may have overstated the payment delays, though it said it won’t know for sure until it has more data from the new computer system.

The employment department said the federal numbers are “very narrow in scope” and don’t capture a full picture of its performance, or some of the recent efforts to improve operations. Still, the agency said “we don’t expect significant increases in these particular metrics in the short term.”

New funding authorized by the Legislature won’t boost staff until the second half of August, the employment department said Wednesday. The agency hopes to add 67 employees to process claims by then, increasing the number of personnel working claims by 16%.

In the meantime, the agency said it is increasing the amount of overtime staff works by 200 hours per week. It’s hoping to bring in personnel from other parts of the agency to work an additional 320 hours of overtime.

Altogether, that’s the equivalent of adding 13 more employees working 40 hours a week to the current staff of 409 who deal with claims. The agency said the funding for the additional overtime comes from money it holds in reserve each budget cycle to cover unexpected costs.

The employment department said it is making progress in other areas, thanks in part to Frances Online.

It said the new technology has helped it reduce the average time staff spend adjudicating a complicated claim from nine days to two days. And the agency said workers are getting more proficient, and more productive, with the new computers .

“While we are already seeing major performance improvements, we know it will take more time to further refine the program, which impacts so many workers and employers across the state,” said Lindsi Leahy, director of Oregon’s unemployment insurance program.
