Proposal Overview and Format

Proposal committee, proposal hearing or meeting.

  • Printing Credit for Use in School of Education Labs

Students are urged to begin thinking about a dissertation topic early in their degree program. Concentrated work on a dissertation proposal normally begins after successful completion of the Second-Year Review, which often includes a “mini” proposal, an extended literature review, or a theoretical essay, plus advancement to doctoral candidacy. In defining a dissertation topic, the student collaborates with their faculty advisor or dissertation advisor (if one is selected) in the choice of a topic for the dissertation.

The dissertation proposal is a comprehensive statement on the extent and nature of the student’s dissertation research interests. Students submit a draft of the proposal to their dissertation advisor between the end of the seventh and middle of the ninth quarters. The student must provide a written copy of the proposal to the faculty committee no later than two weeks prior to the date of the proposal hearing. Committee members could require an earlier deadline (e.g., four weeks before the hearing).

The major components of the proposal are as follows, with some variations across Areas and disciplines:

  • A detailed statement of the problem that is to be studied and the context within which it is to be seen. This should include a justification of the importance of the problem on both theoretical and educational grounds.
  • A thorough review of the literature pertinent to the research problem. This review should provide proof that the relevant literature in the field has been thoroughly researched. Good research is cumulative; it builds on the thoughts, findings, and mistakes of others.
  • its general explanatory interest
  • the overall theoretical framework within which this interest is to be pursued
  • the model or hypotheses to be tested or the research questions to be answered
  • a discussion of the conceptual and operational properties of the variables
  • an overview of strategies for collecting appropriate evidence (sampling, instrumentation, data collection, data reduction, data analysis)
  • a discussion of how the evidence is to be interpreted (This aspect of the proposal will be somewhat different in fields such as history and philosophy of education.)
  • If applicable, students should complete a request for approval of research with human subjects, using the Human Subjects Review Form ( http://humansubjects.stanford.edu/ ). Except for pilot work, the University requires the approval of the Administrative Panel on Human Subjects in Behavioral Science Research before any data can be collected from human subjects.

Registration (i.e., enrollment) is required for any quarter during which a degree requirement is completed, including the dissertation proposal. Refer to the Registration or Enrollment for Milestone Completion section for more details.

As students progress through the program, their interests may change. There is no commitment on the part of the student’s advisor to automatically serve as the dissertation chair. Based on the student’s interests and the dissertation topic, many students approach other GSE professors to serve as the dissertation advisor, if appropriate.

A dissertation proposal committee is comprised of three academic council faculty members, one of whom will serve as the major dissertation advisor. Whether or not the student’s general program advisor serves on the dissertation proposal committee and later the reading committee will depend on the relevance of that faculty member’s expertise to the topic of the dissertation, and their availability. There is no requirement that a program advisor serve, although very often they do. Members of the dissertation proposal committee may be drawn from other area committees within the GSE, from other departments in the University, or from emeriti faculty. At least one person serving on the proposal committee must be from the student’s area committee (CTE, DAPS, SHIPS). All three members must be on the Academic Council; if the student desires the expertise of a non-Academic Council member, it may be possible to petition. After the hearing, a memorandum listing the changes to be made will be written and submitted with the signed proposal cover sheet and a copy of the proposal itself to the Doctoral Programs Officer.

Review and approval of the dissertation proposal occurs normally during the third year. The proposal hearing seeks to review the quality and feasibility of the proposal. The Second-Year Review and the Proposal Hearing are separate milestones and may not occur as part of the same hearing or meeting.

The student and the dissertation advisor are responsible for scheduling a formal meeting or hearing to review the proposal; the student and proposal committee convene for this evaluative period. Normally, all must be present at the meeting either in person or via conference phone call.

At the end of this meeting, the dissertation proposal committee members should sign the Cover Sheet for Dissertation Proposal and indicate their approval or rejection of the proposal. This signed form should be submitted to the Doctoral Programs Officer. If the student is required to make revisions, an addendum is required with the written approval of each member of the committee stating that the proposal has been revised to their satisfaction.

After submitting the Proposal Hearing material to the Doctoral Programs Officer, the student should make arrangements with three faculty members to serve on their Dissertation Reading Committee. The Doctoral Dissertation Reading Committee form should be completed and given to the Doctoral Programs Officer to enter in the University student records system. Note: The proposal hearing committee and the reading committee do not have to be the same three faculty members. Normally, the proposal hearing precedes the designation of a Dissertation Reading Committee, and faculty on either committee may differ (except for the primary dissertation advisor). However, some students may advance to Terminal Graduate Registration (TGR) status before completing their dissertation proposal hearing if they have established a dissertation reading committee. In these cases, it is acceptable for the student to form a reading committee prior to the dissertation proposal hearing. The reading committee then serves as the proposal committee.

Printing Credit for Use in GSE Labs

Upon completion of their doctoral dissertation proposal, GSE students are eligible for a $300 printing credit redeemable in any of the GSE computer labs where students are normally charged for print jobs. Only one $300 credit per student will be issued, but it is usable throughout the remainder of her or his doctoral program until the balance is exhausted. The print credit can be used only at the printers in Cubberley basement and CERAS, and cannot be used toward copying.

After submitting the signed dissertation proposal cover sheet to the Doctoral Programs Officer indicating approval (see above), students can submit a HELP SU ticket online at helpsu.stanford.edu to request the credit. When submitting the help ticket, the following should be selected from the drop-down menus for HELP SU:

Request Category :  Computer, Handhelds (PDAs), Printers, Servers Request Type :  Printer Operating System : (whatever system is used by the student, e.g., Windows XP.)

The help ticket will be routed to the GSE's IT Group for processing; they will in turn notify the student via email when the credit is available.

The Ph.D. in Education, Culture, and Society provides a rigorous theoretical and methodological framework for the study of education, focusing on social, cultural, political, and normative dimensions. Following a rich academic curriculum centered in social theory and qualitative research methods, the program invites students to interrogate and contribute to scholarship on the social and cultural contexts of learning, both inside and outside of schools.

What Sets Us Apart

About the program.

In the Education, Culture, and Society Ph.D. program, students become part of a professional academic community—through their research apprenticeship, formal coursework, informal seminars, cross-cohort experiences, and research group participation.

The Education, Culture, and Society Ph.D. program explores educational processes, in and out of schools, focusing on their social, cultural, political, and normative dimensions. Research and teaching in this program interrogates tacit presuppositions about human nature and society that lie behind both popular and academic understandings of education, hoping to illuminate educational problems and prospects in more productive ways.

Education, Culture, and Society provides various tools to facilitate such interrogation: strong grounding in social theories that conceptualize the human world; study of theories and methods from such academic disciplines as anthropology, history, philosophy, political economics, and sociology; exposure to ways of life practiced in other parts of the world and to the rapid change brought by the increased movement of people and ideas in the contemporary world; and practice with ethnography and other methods that allow researchers to discover others’ categories and practices instead of imposing their own. 

The doctoral program in Education, Culture, and Society not only provides a powerful theoretical and methodological framework for the study of education, but also helps students develop a foundation upon which new models of education can be built. Following a rich academic curriculum centered on social theory and qualitative research methods, the program invites students to interrogate and contribute to the scholarship on the social and cultural contexts of learning, both inside and outside of schools.

The Ph.D. program includes formal courses, mentored research, and informal seminars. Students must complete 16 courses and participate in a mentored research apprenticeship. To complete the course of study, students take a set of written examinations in their area of specialization and complete a dissertation on a problem in education.

Most students supplement their educational studies with significant coursework in a discipline of their choosing, including anthropology, sociology, history, urban studies, philosophy, or linguistics. It is possible to pursue a joint Ph.D. degree in Education and Anthropology, Sociology, Political Science, Africana Studies, or History.

Methods courses prepare students in both the practical and theoretical implications of collecting, interpreting, analyzing, and presenting data on the human condition broadly—and education/learning in particular. Options include courses such as:

  • Introductory Statistics for Educational Research (housed in the Division of Quantitative Methods)
  • Qualitative Modes of Inquiry (Doctoral Level)

Advanced Methods Courses

Advanced courses build on introductory ones. Options include courses such as:

  • Craft of Ethnography
  • Advanced Qualitative and Case Study Research
  • Methods of Discourse Analysis
  • Ethnographic Research Methods

Sample Social Theory Courses

Theory courses are centrally concerned with preparing students to draw on, understand, and contrast theoretical frameworks within the context of seminal scholarly figures and traditions. Options include courses such as:

Berkowitz Fellowship in History of Education

Jonathan Zimmerman, a professor of the history of education in Penn GSE’s literacy, culture, and international education division, has been named the Judy & Howard Berkowitz Professor in Education. Using the proceeds from the Berkowitz Chair, Dr. Zimmerman is launching the Berkowitz Fellowship in History of Education beginning Fall 2021. It will help fund a fifth year of study for doctoral students who are admitted in tandem to the Graduate School of Education and the School of Arts & Sciences department of history, where Dr. Zimmerman holds a secondary appointment. Berkowitz Fellows will receive a joint Ph.D. in education and history, the only funded joint degree between a school of education and a history department in the United States. Those pursuing joint doctoral study with Education, Culture, and Society and Penn’s Department of History may be eligible to extend their funding through the Berkowitz Fellowship. Pathways to Graduation

Have questions about graduation? Not sure where to begin? The Office of Graduate Education has developed Pathways to Graduation , a self-guided Canvas course which helps to equip graduate students with the tools to succeed and experience a smooth, stress-free road to graduation.

Many policies related to this process are listed in Georgia Tech’s Policy Library. For international students, there are Office of International Education policies on enrollment and optional practical training that you’ll want to become familiar with.

Graduate Thesis Faculty Submission Form

Effective for the summer 2023 term, the policy on advisement of graduate students has been updated in the Catalog . Tenure-track faculty are members of the Graduate Thesis Faculty by default. All other Georgia Tech faculty must be approved by the program and submitted to the Office of Graduate Education. Departments must submit those names, once approved, via our submission form below.

Electronic Submission and Disseminating Your Work

Tech requires all theses and dissertations to be submitted electronically. Once it is approved by your committee, here’s what happens next:

  • Visit the Electronic Thesis and Dissertations (ETD) Submission System . Please follow the instructions, and upload your approved thesis or dissertation as a PDF.
  • Graduate Education will check your uploaded PDF and will notify you if there are any corrections. You must make the corrections, and resubmit the corrected file.
  • If Graduate Education has all the required pre-thesis and thesis-related (or dissertation) documents, we will approve your thesis/dissertation and notify the Office of the Registrar that you are eligible to graduate.
  • You and your committee members will receive an approval notice via Vireo/ETD. Approximately a month after you graduate, your thesis/dissertation will be released for electronic circulation.
  • You can request that your thesis/dissertation be withheld from release for one year for intellectual property reasons. The Graduate Thesis Office ( [email protected] ) must receive a written request from your advisor approving your request at the same time as you submit your other thesis documents. The Request for Withholding form is available via DocuSign.

Doctoral degrees.

The University of Idaho awards the degree of Doctor of Philosophy in recognition of high achievement in scholarly and research activity. The degree of Doctor of Education is granted for high scholarly attainment and in recognition of the completion of academic preparation for professional practice. See the "Ph.D. and Ed.D. Procedures" tab for more details. The Doctor of Athletic Training is offered through the College of Education and the Department of Movement Sciences (see the "DAT Procedures" tab for more details).

The major professor and program offering a particular doctoral program indicate the general philosophy of the degree program, the objectives of courses and seminars, the research specialties available, and requirements unique to the department. Admission to the doctoral program is granted only to those who have a recognized potential for completing the degree.

Requirements for Doctoral Degrees

Credit requirements.

For the Ph.D. and Ed.D., a minimum of 78 credits beyond the bachelor's degree is required.; At least 52 credits must be at the 500 level or above and at least 33 of the 78 credits must be in courses other than 600 (Doctoral Research and Dissertation). A maximum of 45 research credits in 600 (Doctoral Research and Dissertation) including 6 credits of 599 (Non-thesis Research) or 500 (Master's Research and Thesis) may be in the 45 research credits used toward the degree. For the D.A.T., a minimum of 66 credits is required and follows a prescribed set of courses set by the program.

Courses numbered below 300 may not be used to fulfill the requirements for a doctoral degree; courses numbered 300-399 may be used only in supporting areas and are not to be used to make up deficiencies. Individual programs may require additional course work. Applicants having a doctoral degree may obtain a second doctoral degree subject to the approval of the Graduate Council. The Graduate Council will establish the requirements for the second degree.

Credit Limitations for Transfer, Correspondence Study, and Non-degree

For the Ph.D. and Ed.D. degrees, a student must complete at least 39 of the 78 required credits at the University of Idaho (U of I) while matriculated in the College of Graduate Studies. Credits can be transferred to U of I with the consent of the student's major professor, the committee (if required by the program), the program's administrator, and the dean of the College of Graduate Studies. Credits can be transferred only if the institution from which the credits are being transferred has a graduate program in the course's discipline. All credits used toward graduate degrees must be from regionally accredited American institutions or from non-US institutions recognized by the appropriate authorities in their respective countries. Transfer credits are subject to all other College of Graduate Studies rules and regulations. Correspondence study courses may be applied to the degree only with the prior written approval of the College of Graduate Studies. Courses used toward an undergraduate degree, professional development courses, and courses on a professional development transcript are not available to be used toward a doctoral degree.

Time Limits

Of the credits submitted to satisfy the requirements for a Ph.D. or Ed.D. degree, a maximum of 30 may be more than eight years old when the degree is conferred, provided the student's committee and program administrator determine that the student has kept current in the subjects concerned. Graduation must occur no later than five years after the date on which the candidate passed their preliminary or general examination. These time limitations can be extended only on recommendation of the committee and approval by the Graduate Council.

Awarding Doctoral Degrees to Members of the Faculty

Regulations are outlined in Section 4920 of the Faculty-Staff Handbook.

Particular Requirements for the Ed.D. Degree

A period of professional practice is required for the Doctor of Education degree; the period involved is determined by the student's supervisory committee. While the Ed.D. is a College of Education degree, you should consult with the departments in the College of Education to learn of specific emphasis requirements.

Procedures for Doctor of Philosophy and Doctor of Education Degrees

Appointment of major professor and committee.

Refer to " Appointment of Major Professor and Committee for All Degree Seeking Graduate Students " in the preceding General Graduate Regulations section. In addition, a doctoral supervisory committee consists of at least four people: the major professor as chair and at least one additional UI faculty member from the program, the balance of the committee may be made up of faculty members from a minor or supporting area, and faculty members from a discipline outside the major. If the committee has a co-chair, the minimum number of committee members is five.

Qualifying Examination

The qualifying examination is a program option and serves to assess the background of the student in both the major and supporting fields and to provide partially the basis for preparation of the student's study program. A particular program may or may not require a master's degree as a prerequisite for the qualifying evaluation. As soon as the program's qualifications are met, a supervisory committee is appointed.

Preparation of Study Plan

Refer to " Preparation and Submission of Study Plan " in the preceding General Graduate Regulations section.

Preliminary Examination for Ph.D. Degree

The preliminary examination should be scheduled only after the student has completed the majority of the courses on their study plan. The student is required to be registered during the semester the preliminary examination is taken. The student's committee certifies to the College of Graduate Studies the results of the preliminary examination and if passed, the student is advanced to candidacy. Graduation must occur no later than five years after the date on which the candidate passed their examination. If the preliminary examination is failed, it may be repeated only once; the repeat examination must be taken within a period of not less than three months or more than one year following the first attempt. If a student fails the preliminary examination a second time, or the program does not allow the student to repeat the examination after the first failure or the student does not retake the examination within one year, the student is automatically moved to unclassified enrollment status and is no longer in the degree program.

General Examination for Ed.D . Degree

When the student approaches the end of their course work, has completed the professional experience requirement, and has outlined the dissertation subject in detail, the supervisory committee approves the holding of the general examination. The student is required to be registered during the semester the general examination is taken. The examination is both written and oral and is intended to assess progress toward degree objectives. The student's committee certifies to the College of Graduate Studies the results of the general examination and if passed, the student is advanced to candidacy. Graduation must occur no later than five years after the date on which the candidate passed their examination. If the general examination is failed, it may be repeated only once; the repeat examination must be taken within a period of not less than three months or more than one year following the first attempt. If a student fails the general examination a second time, or the program does not allow the student to repeat the examination after the first failure or the student does not retake the examination within one year, the student is automatically moved to unclassified status and is no longer in the degree program.

Procedures for Doctor of Athletic Training

The culminating clinical project.

Students enrolled in the Doctor of Athletic Training (D.A.T.) will engage in research projects during the curricular phase of the program. These project(s) will lead to at least two publication ready manuscripts, and all students must meet professional authorship requirements (regardless of order). The Team (Committee)

All D.A.T. project team committees will have at least four committee members: two members of the athletic training faculty (all with graduate faculty status), the student's attending clinician (who is the student's on-site mentor during the student's residency), and an expert in the student's chosen area of clinical research. The athletic training faculty members will always chair the CCP, provide research guidance, and serve as the experts in the development of advanced practice in Athletic Training. A situation may arise in which one or both of the members of the committee that are outside of the AT program faculty may have a degree less than that of which the student is seeking; however, the intent of the third and fourth D.A.T. committee membership is to provide outside validation of the student's progress toward advanced practice and clinical utility of action research studies.

Culminating Clinical Project Hours

These dissertation hours may be used in instances when the CCP has not been successfully completed and the curricular phase of program has been completed.

Thirty-five doctoral, 76 master’s and 209 baccalaureate candidates were eligible to receive degrees in biomedical science fields during the May commencement ceremony.

Six graduate students and nine senior undergraduates were singled out for special honors, including four graduates who received a Chancellor’s Award, the highest State University of New York undergraduate honor.

Graduates completed work in 14 departments or programs of the Jacobs School of Medicine and Biomedical Sciences :

Fifteen of the doctoral degrees and eight of the master’s degrees were awarded in Roswell Park’s programs.

Lessons Learned From Recent Solar Eclipse

Allison Brashear, MD, MBA , UB’s vice president for health sciences and dean of the Jacobs School, welcomed attendees to the May 19 event at UB’s Center for the Arts and addressed the graduates.

“It fills my heart with immense joy to see all of you gathered here today,” she said.

“In the face of the challenges that have beset us in recent times, these bright scholars and scientists have exhibited extraordinary resilience, determination and perseverance in their academic endeavors. I am confident that these qualities will serve as guiding lights as they embark upon their journeys in their respective fields.”

She noted that biomedical science is one of the broadest areas of medical science and underpins much of modern medicine.

“Biomedical scientists are at the heart of multidisciplinary teams in health care. Biomedical research looks at ways to prevent and treat disease,” Brashear said. “Your innovative approaches and unwavering dedication will continue to push the boundaries of scientific discoveries and technology, leading to a brighter and healthier future for all of us.”

In his address, UB President Satish K. Tripathi, PhD, told the graduates they could learn a lot from the recent solar eclipse that generated excitement in Western New York in early April.

“Allow me to share three tips of advice gathered from the path of totality,” he quipped.

“Reconnect with the natural world, as often as possible. Instead of taking selfies, take time for self-reflection,” he said. “When you give wide berth to the stressors of modern life, you allow yourself space to find both your place in the world and your responsibility to it.”

“Do not regret circumstances beyond your control,” Tripathi added, noting the sunny days leading up to the eclipse, but the extreme cloudiness that persisted over much of WNY on April 8, the day of the event. “Notwithstanding the uncooperative weather, we all experienced a breathtaking moment. Magnify your disappointments and you miss occasions for learning, enrichment and wonder.”

“Lastly, use your expertise for the greater good. When you apply what you have learned for others’ benefit, you put your UB education to its highest purpose,” he said.

SUNY Chancellor’s Award for Student Excellence

Sarah Bukhari, Lea Kyle, Bryan R. Renzoni and Rachel Esther Sanyu were recognized with the SUNY Chancellor’s Award. It recognizes students for their integration of academic excellence with other aspects of their lives that may include leadership, athletics, community service, creative and performing arts, entrepreneurship or career achievement.

Bukhari graduates with a bachelor’s degrees in biochemistry. She is an undergraduate researcher in the lab of  Jennifer A. Surtees, PhD , professor of  biochemistry . Bukhari secured funding from the Experiential Learning Network and a Mentored Research micro-credential.

Beyond academics, the Grand Island, New York, native is deeply involved in community engagement, serving as both the volunteer coordinator and vice president of the largest student-run pre-health organization, the Association of Pre-Medical Students, and was awarded a Community Engagement micro-credential and gathering 500+ volunteer hours.

With dual roles as dance coach and social media coordinator for the Pakistani Student Association, she fosters a network of communities to embrace diversity and celebrate traditions.

A native of Martville, New York, Kyle is a University Honors College Scholar who graduates with a Bachelor of Science degree in biochemistry with minors in both physics and public health.

She has been a Student Association, Recreation Department, Student Engagement and TASS Center employee. She also is the current president of UB Rotaract, a volunteering club on campus.

Kyle is also a student researcher in the  Department of Microbiology and Immunology ,  Elizabeth A. Wohlfert, PhD , associate professor of microbiology and immunology, focusing on the effects of chronic inflammation on muscle function due to chronic infection..

Renzoni, of East Amherst, New York, graduates with a Bachelor of Science degree in biochemistry. He is a University Honors College Presidential Scholar and Honors College Ambassador.

A BioXFEL Scholar, he has received multiple research internship positions and worked in two different laboratories, contributing to work on the development of novel organic and organometallic compounds with applications as cancer therapies.

Renzoni has also served as a co-chair of the G14 Leadership Summit, president and executive adviser of UB ChemClub, and both assistant music director and music director of The Enchords, UB’s all-gender a cappella group.

Sanyu, an international student from Uganda, graduates with a bachelor’s degree in pharmacology and toxicology.

She is an Honors College Scholar who conducted oncology research within the lab of Wendy Huss, PhD, at Roswell Park Comprehensive Cancer Center and at Johnson & Johnson, where she earned the 2023 Inspire Spotlight Award.

Sanyu has also worked as a student assistant in the Office of Interprofessional Education and an honors peer mentor. 

She is a founder of a health care app and is involved with the community through her work with Suubi Cancer Relief and Hillside Family of Agencies.

Sanyu also loves to dance and was a member of the UBMystique and 8-Count dance teams.

Commencement speaker Styliani-Anna (Stella) E. Tsirka, PhD, tells the graduates to never lose sight of the wonder and awe that first drew them to the biomedical sciences.

Keynote Theme One of Compassion, Resilience

Commencement speaker Styliani-Anna (Stella) E. Tsirka, PhD, the Miriam and David Donoho Distinguished Professor of pharmacological sciences and vice dean for faculty affairs at the Renaissance School of Medicine at Stony Brook University, spoke about empathy and persistence.

“Beyond the technical skills and academic achievements that you have earned and will continue to earn, what will set you apart is your capacity for empathy, for compassion, your ethical responsibility,” she said.

“In the pursuit of scientific advancement, try not to lose sight of the human element and the living organisms whose lives may be impacted by our work.”

Tsirka noted that biomedical scientists have a serious duty to use their expertise to make society better, alleviate suffering and to promote the health and well-being of all people, regardless of race, gender or socioeconomic status.

“If you decide to further pursue scientific inquiry, do remember that you will need persistence and resilience,” she said. “Experimental science is not for the faint of heart.”

She remarked that her lab members often talk about the fact that it is called “research” instead of just “search.”

“The majority of our experiments will not be successful, but the ones that provide that ‘eureka moment’ will last a lifetime,” Tsirka assured the graduates. “Remember that setbacks are valuable lessons that shape the way for future success.”

Tsirka encouraged the graduates to embrace the idea of lifelong learning.

“To remain at the forefront of your field, you must remain curious and receptive of new ideas,” she said.

“Importantly, science is also delicate. Continue to approach it with integrity and rigor.”
