Elevate your impact as a public leader

The Master in Public Administration Program is for aspiring leaders with real-world experience and graduate-level coursework in economics, public policy, or management.

The Master in Public Administration (MPA) curriculum is flexible. You create a study plan that reflects your academic interests, focuses on your personal and professional aspirations, and integrates across disciplines.

You may also decide to pursue a concurrent degree in business, law, medicine, or other professional fields. You’ll earn two degrees in less time and acquire even more skills you can use to make a difference in the world.

About the MPA Program

The MPA curriculum is flexible. You’ll create your own 64-credit study plan that reflects your academic interests and professional aspirations.

As an MPA student, you’ll take eight credits in a Policy Area of Concentration as well as four credits in each of these key areas:

  • Economics and Quantitative Analysis
  • Management, Leadership, and Decision Sciences
  • Public Ethics and Political Institutions

You’ll select your remaining credits to support your unique intellectual and professional objectives. You can take classes across academic disciplines at HKS and cross-register into courses at other Harvard graduate schools as well as at MIT Sloan School of Management and The Fletcher School at Tufts University.

Concurrent Degrees

You might consider  pursuing a second degree concurrently  if you’re interested in how the world’s public challenges can be addressed at the intersection of business, law, medicine, design, or other fields.

Pursuing a concurrent degree reduces coursework and residency requirements and makes it possible to earn two degrees in a shorter amount of time.

Concurrent degree students complete 48 credits at HKS, including four credits in each of the key areas:

Concurrent degree students are not required to fulfill the Policy Area of Concentration requirement.

Degree Requirements

The MPA Program consists of four semesters of full-time coursework in residence at HKS.

To graduate, you must:

  • Earn at least 64 credits
  • Finish with a GPA of B or better
  • Earn a B- or higher in all courses counting towards the distribution requirements
  • Matriculate as a full-time, in-residence student and take between 12-20 credits per semester
  • Fulfill a Policy Area of Concentration requirement by taking eight credits in one of the policy areas at HKS
  • Economics and Quantitative Analysis

HKS  faculty members  are among the most influential leaders and thinkers in their fields. They have contributed vital research and scholarship to their fields. Served in U.S. administrations. Founded learning labs to assist local communities. Led negotiations to reduce nuclear stockpiles. Reported on human rights abuses. Led efforts to address climate change. Advised governments and companies on gender equality.

They are doers as well as thinkers, shaping public policy and devising entrepreneurial approaches to public problems at the local, national, and international levels.

Applying to the MPA Program

Prerequisites.

There are specific academic and professional prerequisites required to apply to the MPA Program. You must have:

  • A bachelor’s degree with a strong academic record 
  • Three years of professional work experience by September 1 of the year you would enroll in the program
  • Master of Business Administration
  • Master of International Business
  • Master of International Development
  • Master of International Economics
  • Master of Science in Engineering

How to Apply

A complete application to the MPA Program includes the following: 

  • Online application
  • Three letters of recommendation
  • The GRE or GMAT is required; however, applicants who have successfully completed certain quantitative coursework can waive this requirement. See the How to Apply page for additional details.
  • Non-native English speakers who did not earn an undergraduate degree conducted in English must submit results of the TOEFL, IELTS, or Cambridge English exam.
  • Academic transcripts
  • $100 application fee or waiver

The application for the 2025-2026 academic year is now available. All applications and required materials must be submitted by Tuesday, December 3, 2024 at 11:59 a.m. ET.  There is one admission application deadline and one start date for each degree program per year. You may apply to only one master's degree program per admissions cycle. 

Tuition & Fees

The cost of attendance for the 2024-2025 academic year is outlined in  Funding Your Master ’ s Education  to help you plan financially for our master’s degree programs. Living expense costs are based on residence in Cambridge. The 2025-2026 academic year rates will be published in March 2025. HKS tuition and fees are subject to change without notice.

The  world needs innovative, visionary leaders with a passion for serving the public good

International organizations, government agencies, and nonprofits are actively seeking skilled professionals to lead teams and develop policies that improve people’s lives. The Master of Public Policy and Administration (MPPA) prepares students for public sector or nonprofit leadership through an interdisciplinary curriculum that integrates research-based academic theory with real-world experience.

With professionally focused students in mind, the MPPA program  offers  classes during evenings and   online .  Students currently working in the field can maintain their career momentum while engaging with a diverse student cohort and MPPA faculty, leading researchers and educators who bring their firsthand public service experience to each class. Faculty will lead in-depth discussions, facilitate hands-on learning experiences, and connect students with the world class city of Fort Collins, recipient of the prestigious Malcolm Baldrige National Quality Award.

Graduates of the MPPA program will be ready to work as executives, managers, analysts, and planners in a wide range of public sector agencies and nonprofit organizations.

Admissions and in-person course offerings for the on-campus/residential instruction Master’s in Public Policy and Administration Program (MPPA) will be paused, effective Fall 2025.

On-campus MPPA courses will be offered through the 2024-25 academic year. We will continue to offer the MPPA program courses online thereafter, allowing all students who have begun the program to complete their degrees in a timely manner.

Colorado State University’s MPPA offers a distinctive interdisciplinary curriculum with a focus on engaged work. Students can apply the knowledge gained in unique courses like  Civic Engagement  to the outstanding laboratory of Fort Collins local government, or connect their learning with international opportunities like internships abroad or the Peace Corps. With the only international policy and management specialization in Colorado, MPPA graduates will be prepared for public service leadership, locally, nationally, and globally.

The MPPA is a professional degree that provides the academic knowledge and practical skills needed to excel in public service. The 39-credit-hour program consists of

Best and Brightest Management Fellowship

The Master of Public Policy and Administration has partnered with the  Colorado Department of Local Affairs  to offer the Best and Brightest Management Fellowship to MPPA students. The Best and Brightest Fellowship Program partners with counties, municipalities and universities across the state to meet the needs of communities, engage future leaders, and connect students to community work that sparks their curiosity and leads them to work in public service. The program connects local governments, students and educators through two-year paid fellowships.

Fellowship program objectives:

  • To provide a unique opportunity for students to complete their graduate degree while gaining invaluable real world learning experiences
  • To develop potential local government managers, planners, economic and community development directors
  • To provide a way for DOLA to support small and/or rural jurisdictions in meeting their administrative staffing needs in the most cost effective way possible

Upon completion of the two-year program, students will have completed all of the requirements for the MPPA while, at the same time, having gained two years of invaluable applied experiences. Students will receive an annual salary and benefits package totaling at minimum $42,000 and may be eligible for tuition reimbursement once they are formally admitted into the program or after successfully completing the Fellowship. How to Apply

To be included in the first application review of the term and eligible to apply for the  Best and Brightest Management Fellowship , apply by the priority application deadline. Applications received after the priority application deadline will be reviewed on a rolling basis and admitted as space is available through the final deadline. The MPPA is currently offered in-person and  online . Residential offerings are being paused after the 2024-2025 school year.

Admission Requirements

In general, MPPA applicants should have a cumulative 3.0 GPA and a bachelor’s degree awarded prior to beginning the MPPA program as well as evidence of public service motivation. Students are not required to submit a standardized exam score.

The MPPA program requires the following materials when applying:

  • Transcripts from all previous universities attended
  • A statement of application outlining the motivation for pursuing the MPPA degree (300-500 words)
  • A current resume
  • Two letters of recommendation

Application Process

Complete the  Colorado State University online graduate application

  • Under "Select an application type," choose the term you would like to begin
  • Under "Program," choose one of two options:Public Policy and Administration/Public Policy (M.P.P.A.) – Distance
  • As soon as you have completed the required information, submit your application. You do not need to wait for recommendations, scores, or transcripts to move your application forward.

Most documents can be uploaded by the applicant directly to the online application system. For documents that cannot be submitted through the application system, such as official transcripts and test scores, request the documents be sent to the Office of Admissions:

Tips on Choosing a Topic

Choose a topic.

Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.

Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.

1. Pick a topic that interests you.

The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.

If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:

  • CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
  • Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
  • Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.

2. Find information on your topic.

You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.

That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.

Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.

  • Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
  • Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.

Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.

It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.

3. Create a research question.

When the time comes to do the bulk of your research, three different things can happen with your results.

It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.

Some good general tools to try a preliminary search in are:

  • LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
  • Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
  • The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well

Example questions might be:

  • How has the obesity epidemic affected Native communities in the United States?
  • How has the economy of North Dakota been affected by fracking?

As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.

5. Broaden or narrow your topic as needed.

If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.

  • To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
  • To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

I would like to research how the increasing number of registered nonprofits are affecting giving trends in the United States.  Specifically I would like to see if different age groups are showing different trends regarding their giving in response to the increasing number of charities.

I would like to focus on Volunteerism in North Carolina for my research project. However, if you think that there might be limited data or research on just North Carolina, I would feel fine with looking at the United States instead. I want to examine who volunteers (age, gender, race, religion, etc), the types of places people volunteer, and how often people volunteer

Educational attainment can be found on a state level in the Bureau of the Census’ (also on a county level if that is one’s interest).  To go back in time, the 2000 Census and 1990 Census will provide the data.  Crime rates are in either the Federal (Crime in the United States) or the state-level

 

 

 

I would like to research response times to disasters, by both governmental and nonprofit agencies, and examine how the population perceived their response.  By exploring this topic I would be able to determine what sets agencies apart in responding to disasters and what characteristics are present in a well handled response. 

 

 

 

 

 

 

I would love to do a FEMA related project, I have serious questions as to the availability of data. I have found two datasets but both relate to applications for mitigation efforts and FEMA's acceptance/rejection and amount of total money requested that FEMA contributed. I am turning over the idea that perhaps FEMA grants have gone up since 9/11 or even Katrina, but am not sure if there is enough data to support this.

 

 

 

 

 

 

The relationship between childhood poverty and the age of the mother (at the time of birth).

 

We didn’t find an easy dataset.  Perhaps something could be done with the Bureau of the Census’ Public Use Microdata Sample dataset focusing on female headed households with children.  The Census Bureau’s gives summary tables of number and percent of single female-headed households with children under 5 or under 18 that are below the poverty level, and the number and percent of single female householders under age 25 that are below the poverty level, but none by age at birth of first child.  The North Carolina gives number of births by age of Mother (by county for North Carolina) but includes no income information.

 

 

 

Hypothesis: The unionization of an organization is negatively related to its productivity.  The idea behind the hypothesis is that organizations with strong union membership, financial support, and stronger collective bargaining rights dampen innovation and create inflexibility within management. This leads to lower productivity.

is supposed to have details on suicides, but not LGBT

has school crime and bullying but not LGBT.  Don’t think this is available except in many articles on the topic and the article writers’ surveys.

 

 

 

I would like for my topic of research to be North Carolina SAT scores. Is there a relationship between County, family income, and ethnicity and SAT scores?

 

The North Carolina Department of Public Instruction in its annual   gives summary information about these topics, but does not include a datafile.  The , who administers the SAT, also has publications addressing this topic.  There is a section of the Web site to request data, but it would take several weeks, IRB approval, and would probably cost.  And there is no guarantee the College Board would release the data.

I would like to use a database I have access to at the fire department where I volunteer.  Each time we go on a call, we record call types, number of apparatus that go to the call, time, address, people who went on the call and times of dispatch, en route, arrived and cleared.  I would like to look at factors that contribute to our service on these calls.  As of now, I would like to focus on distance from our station, time of call (more specifically, we sleep in another building, so how much does this increase our response time) and whether our response times are faster during the academic year when we have our Davidson College student volunteers with us. I am thinking it makes most sense to focus on the calls for 2011 and specifically on fire rather than fire and EMS calls since we are rated by ISO for insurance purposes based on our response times to fire calls.

MPA Capstone Projects

Students in the Master of Public Administration program complete a Capstone project or internship as the culmination of their graduate work. 

The MPA Capstone allows students to implement academic insight to practical experience. It is designed to provide students with an opportunity to apply the knowledge and skills developed in the program to real-world situations. The Capstone experience integrates classroom time devoted to discussion about public administration and the understanding students have obtained from their internship or practicum. It may also include guest speakers from the field and professional training and development workshops. Students have completed projects at a variety of local, state, and federal government agencies, nonprofit organizations, and higher education institutions.

MPA Capstone: Preventative Radiation/Nuclear Detection Program for New Hampshire

Jeff worked as a facilitator with the New Hampshire Department of Safety, Division of Homeland Security & Emergency Management and the US Department of Homeland Security’s Domestic Nuclear Detection Office (DNDO) to establish a Preventative Radiation/Nuclear Detection program for the State of New Hampshire. Jeff served as the Chairperson on the Executive Steering Committee, consisting of representatives from multiple municipal, state, and federal agencies. Using templates from the DNDO and exemplars from other states, the committee developed a statewide concept of operations specific to New Hampshire’s needs and within the resources available to the state. Beyond the document itself, the end goal is for New Hampshire to be fully engaged in the Global Nuclear Detection Architecture.

MPA Capstone: Strategic Plan for Vetflix INC.

Roy completed his capstone with Vetflix, a non-profit that specializes in enlightening the public on the lives of military service members and veterans. Roy worked with the organization to develop its strategic plan and enhance the overall functioning of the Board of Directors. Roy assisted the Board in defining their organizational profile by clarifying their mission, vision, and values statements. He also led the Board in conducting a gap analysis in order to compare Vetflix’s actual performance with potential and desired performance. This information was used to draft lines of effort, as well as goals and objectives.

MPA Capstone: Environmental Scan of New Hampshire’s LGBTQI Population

Endowment for health/nh alliance for healthy aging.

Nell worked with the Diversity, Equity, and Inclusion committee of the NH Alliance for Healthy Aging. Nell conducted an environmental scan to help the committee better understand the context of New Hampshire’s Lesbian, Gay, Bi-Sexual, Transgender, Queer, and Inter-Sexed (LGBTQI) individuals. She synthesized existing research, interviewed key informants to identify recurring themes, and gathered best practices for engaging and including older LGBTQI adults from key stakeholders and leaders in the state, region, and nation. Nell’s work laid the foundation for understanding an entire demographic not previously identified in New Hampshire and will allow the Alliance for Healthy Aging to move forward with its work of engaging this population

MPA Capstone: Police Athletic League Programming in El Salvador

Daphne worked in partnership with the NH National Guard, U.S. Embassy of El Salvador, and Manchester, NH Police Athletic League to create police athletic league programming for the International Narcotics Unit and the El Salvadoran National Civil Police Unit. Daphne surveyed communities to assess needs and inform the development of programming to rebuild trust between youth and police in impoverished areas that suffer from violent gang activities. By enhancing community policing efforts, Daphne assisted local law enforcement and military personnel in advancing their humanitarian work.

MPA Capstone: Attracting and Retaining Millennials

Gina worked with the City of Concord to help them discover ways to recruit and retain the millennial generation. Working alongside the Human Resource Department, Gina identified challenges such as an aging workforce, the negative stigma of public service, workforce competition, and dated policies. Gina outlined the typical characteristics of millennials and researched the possibility of implementing a Student Loan Repayment Program, various recruitment ideas, engagement strategies, and best practices for attracting millennials to the public sector. Gina presented her findings to the City Manager and Deputy City Managers and put forth recommendations for how the City could adapt its culture to appeal to a millennial audience.

The master’s in Public Administration takes place over 1 year, across 2 semesters. It includes 6 modules and a dissertation.

You’ll study modules that give you a thorough grounding in the academic study of public administration. Later in your course you’ll be able to choose modules that interest you from across our social sciences subjects.

Learning and assessment

As well as lectures and student-led seminars you’ll experience a range of teaching and learning formats, including:

Depending on the module, we may assess you on your individual and group presentations. If you're studying the 20-month course, we’ll assess your placement through a reflective journal and final, written report.

Dissertation

You’ll complete a 12,500 to 15,000 word dissertation to demonstrate the knowledge and research skills you’ve gained during the course. 

Your supervisor will provide regular advice, guidance and feedback on your progress.

Dr. Pierre Thomas Léger is an economist with expertise healthcare economics. His research focuses on how payment models and market conditions shape physician treatment decisions, costs and patient outcomes. He teaches healthcare finance (MHA/EMHA) and empirical methods (PhD).

Thasarat Vajaranant, MD

Dr. Vajaranant is recognized nationally in glaucoma research and as an expert clinician-scientist. Dr. Vajaranant is board certified in ophthalmology. Dr. Vajaranant is the first recipient of “The American Glaucoma Society-Thom J. Zimmerman, MD, PhD, Memorial Award supported by Valeant Ophthalmics” for her work with the Women’s Health Initiative Extension to build a database regarding the genotype-phenotype influence on primary open-angle glaucoma in minorities. She is a co-editor of Glaucoma Handbook and has 34 peer-reviewed articles and 60 published abstracts. She became Director of the Glaucoma Service in 2010.
