Back in the Year National Curriculum and Textbook Board releases the short syllabus for Business Organization and Management Subject of Business Studies Group. পরিকল্পনা প্রণয়নের পদক্ষেপসমূহ Steps of Planning ভবিষ্যতে একটি লক্ষ্য অর্জনের জন্য কি কি কাজ করতে হবে, কিভাবে, কোথায়, কখন এবং কত সময়ে এই কাজ শেষ করতে হবে ইত্যাদি সম্পর্কে অগ্রিম সিদ্ধান্ত গ্রহণের একটি প্রক্রিয়াই হচ্ছে পরিকল্পনা। প্রাতিষ্ঠানিক সাফল্য অনেকাংশেই পরিকল্পনার সাফলতার উপর নির্ভরশীল। সুষ্ঠু পরিকল্পনা ছাড়া কোন কাজেই সাফলতা আসে না। কি ব্যক্তি জীবনে, কি সমাজ জীবনে, কি ব্যবসায়, কি রাষ্ট্রীয় কাজে সর্বক্ষেত্রেই পরিকল্পনার গুরুত্ব অপরিসীম। পরিকল্পনা প্রক্রিয়ার মাধ্যমে ব্যবস্থাপক ভবিষ্যৎ কর্মকাণ্ডকে প্রভাবিত করে। নিচে পরিকল্পনা প্রণয়নের পদক্ষেপসমূহ বর্ণনা করা হলােঃ

১. সুযােগ-সুবিধা সম্পর্কে সতর্কতা (Being awar of opportunity): এটা পরিকল্পনা প্রণয়নের সর্ব প্রথম পদক্ষেপ। | যদিও এটা মূল পরিকল্পনার পূর্বেই চিন্তা করতে হয়। ভবিষ্যতে পরিকল্পনা হতে কি কি সুবিধা পাওয়া যাবে, বর্তমানে | প্রতিষ্ঠানের শক্তি ও দুর্বলতাসমূহ এবং অন্যান্য সমস্যাদি সম্পর্কে সচেতন হওয়া। এ স্তরটি প্রধানতঃ মনস্তাত্বিক।

২. উদ্দেশ্য বা লক্ষ্য নির্ধারন (Setting objectives or goals): পরিকল্পনার পরবর্তী পদক্ষেপ হল প্রতিষ্ঠানের জন্য মুখ্য উদ্দেশ্য নির্ধারণ করা এবং এই মুখ্য বা মৌলিক উদ্দেশ্য বাস্তবায়নের জন্য অন্যান্য সহায়ক উদ্দেশ্যাবলী প্রতিষ্ঠা করা। এখানে অবশ্যই লক্ষ্যণীয় বিষয় হচ্ছে প্রতিষ্ঠিত উদ্দেশ্য অবশ্যই বাস্তবধর্মী, আদর্শ ভিত্তিক ও স্পষ্ট হতে হবে। উদ্দেশ্যবালী অর্জনে সহায়ক যাবতীয় তথ্য ও উপাত্ত সংগ্রহ ও বিশ্লেষণ অত্যন্ত গুরুত্বপূর্ণ। |

৩, পরিকল্পনা পটভূমি বিবেচনা করা (Considering planning premises): পরিকল্পনা আঙ্গিনা বলতে ভবিষ্যতের প্রত্যাশিত পরিস্থিতি সম্বন্ধীয় অনুমানকেই বুঝায়। পরিকল্পনা সংক্রান্ত যাবতীয় উপাদানের মধ্যে কতগুলাে স্থির প্রকৃতির আর কতগুলাে পরিবর্তনশীল। স্থির প্রকৃতির উপাদানসমূহ অনমনীয় থাকে বলে এদের তেমন গুরুত্ব দেওয়া হয় না। অপরদিকে পরিকল্পনের পটভূমিতে জনসংখ্যার গতি, উৎপাদন ব্যয়, সরকারী নিয়ন্ত্রণ, মূলধনও কাঁচামালের সহজ প্রাপ্যতা, অভ্যন্তরীণ ও আন্তর্জাতিক অর্থনীতি ইত্যাদি পরিবর্তনশীল উপাদান সমূহের পূর্বানুমানে যথেষ্ট গুরুত্বারােপ করা হয়।

৪.তথ্য সংগ্রহ (Collection of data): পরিকল্পনার গুরুত্বপূর্ণ একটি পদক্ষেপ হলাে সঠিক সময়ে সঠিক তথ্য সংগ্রহ করা।

৫.বিশ্লেষণ (Analysis of data): এ স্তরে এসে সংগৃহিত তথ্যগুলাে বিশ্লেষণ করা হয়।

৬. বিকল্প কার্যপদ্ধতি নির্ধারণ (Indentifying alternatives): এই পদক্ষেপে পরিকল্পনা বাস্তবায়নে সাম্ভাব্য বিভিন্ন বিকল্প কার্য পদ্ধতিসমূহ অনুসন্ধান, গবেষণা, চিন্তা-ভাবনা করে এদের মধ্যে শক্তিশালী ও দুর্বল বিকল্পগুলাে সনাক্ত করতে হয় । Koontz এর মতে, বস্তুত এমন কোন পরিকল্পনা নেই যার জন্য উপযুক্ত বিকল্পসমূহ বিদ্যমান থাকে না।

৭. বিকল্প কর্মপস্থাসমূহের মূল্যায়ন (Comparing alternative courses of action): বিকল্প কর্মপন্থাগুলির দুর্বল ও সবল দিক নির্ধারণের পর একটি প্রতিষ্ঠানের পূর্বে নির্ধারিত উদ্দেশ্যও ভবিষ্যত পরিবর্তনশীল পারিপার্শ্বিকতা বিবেচনায় প্রত্যেক বিকল্প বিশেষভাবে মূল্যায়ন করতে হয়। সাধারণতঃ মূল্যায়ন দুটি পদ্ধতিতে করা হয়। যথা, গুণগত ও সংখ্যাগত বিশ্লেষণ।

৮. সর্বোত্তম কর্মপন্থা নির্ধারণ (Choosing the best alternative): এই পদক্ষেপ প্রত্যেকটি বিকল্প যথাযথ ভাবে মূল্যায়িত হবার পর বিচক্ষণতা, নৈপুন্য ও প্রয়ােজনবােধে সহকর্মীদের নিকট থেকে পরামর্শ গ্রহণের মাধ্যমে সর্বোত্তমটি বেছে নিতে হয়। এই পদ্ধতিতে গৃহীত সিদ্ধান্ত বা পছন্দ করা বিকল্পই হচ্ছে চূড়ান্ত পরিকল্পনা।

৯, সহায়ক পরিকল্পনা প্রণয়ন (Formulating supporting plans): মুখ্য পরিকল্পনা সহজ ও সুন্দর ভাবে বাস্তবায়নের সুবাির্থে কতগুলাে ক্ষুদ্র ক্ষুদ্র সহায়ক পরিকল্পনা প্রণয়ন করতে হয়। এর ফলে মুখ্য পরিকল্পনা সফলতা লাভ করে। উদাহরণস্বরূপ, একটি শিল্প প্রতিষ্ঠান স্থাপন করার জন্য সিদ্ধান্ত নেওয়া হলে সে পরিকল্পনা বাস্তবায়নের জন্য কয়েকটি সহায়ক পরিকল্পনা (যেমন- কর্মী নিয়ােগ যন্ত্রপাতি ক্রয়, মূলধন সংগ্রহ, জমি সংগ্রহ, ইত্যাদির পরিকল্পনা) গ্রহণ করতে হয়।

পরিকল্পনার উপর নির্ভর করেই ব্যবস্থাপনার অন্যান্য কাজ সম্পাদিত হয়। তাই পরিকল্পনা ভাল না হলে অন্যান্য কাজ হতেও প্রত্যাশিত সাফল্য আশা করা যায় না। একটি আদর্শ পরিকল্পনার নিুলিখিত বৈশিষ্ট্য থাকা উচিতঃ

১. নির্দিষ্ট উদ্দেশ্য (ঈষবধৎ ড়নলবপঃরাব) সঠিক পরিকল্পনার নির্দিষ্ট উদ্দেশ্য থাকতে হবে। কারণ উদ্দেশ্য স্থির ও নির্দিষ্ট না থাকলে পরিকল্পনার কার্যাবলী সঠিকভাবে সম্পাদিত হতে পারে না। তাই আদর্শ পরিকল্পনা প্রণয়ন করতে গেলে প্রথমে উদ্দেশ্য স্থির করতে হয়। তারপর ঐ উদ্দেশ্যকে সামনে রেখে উপযুক্ত ধারাবাহিক কর্মপন্থা স্থির করতে হয়।

২. ঐক্য: প্রতিষ্ঠানের একটি সামগ্রিক পরিকল্পনার আওতায় বিভিন্ন খন্ড খন্ড পরিকল্পনা থাকতে পারে। এই সকল খন্ড খন্ড পরিকল্পনা বাস্তবায়নের মাধ্যমে প্রতিষ্ঠানের সামগ্রিক পরিকল্পনা সফলতা নির্ভর করে। তাই এই সকল পরিকল্পনার ভেতর সঠিক সমঝোতা এবং পরস্পর সম্পর্ক ও ঐক্য থাকতে হবে।

৩. সহজবোধ্যতা : পরিকল্পনা যথাসম্ভব সহজাবোধ্য ও সহজসাধ্য হওয়া উচিত। কারণ পরিকল্পনা সহজ সরল ভাষায় প্রকাশ করা হলে তা বাস্ত বায়নের সঙ্গে সম্পৃক্ত প্রতিটি কর্মী এটা অনুধাবনের সক্ষম হবে। অন্যথায় পরিকল্পনা নির্বাহীদের নিকট বোধগম্য না হলে এর কার্যকারিতা হ্রাস পায়।

৪. নিরবচ্ছিন্নতা : পরিকল্পনার অনুপস্থিতি ব্যবস্থাপনার অপরাপর সকল কার্য প্রক্রিয়ায় জটিলতার সৃষ্টি করে। তাই পরিকল্পনা এমনভাবে প্রণীত হওয়া উচিত যাতে কখনই তার অনুপস্থিতি না ঘটে। উদাহরণস্বরূপ, একটা উৎপাদনকারী প্রতিষ্ঠানে উৎপাদনের জন্য ১ মাসের যাবতীয় পরিকল্পনা নেয়া আছে। এখন উৎপাদন প্রক্রিয়াকে সচল রাখার জন্য পূর্ব মাসের পরিকল্পনা শেষ হওয়ার পূর্বেই নতুন মাসের পরিকল্পনা তৈরী ও প্রস্তুত রাখতে হবে।

৫. সাংগঠনিক সম্পর্কের প্রতিফলন: উত্তম পরিকল্পনায় প্রতিষ্ঠানের বিভিন্ন বিভাগ ও উপ-বিভাগের সম্পর্কের প্রতিফলন ঘটা উচিত। পরিকল্পনার কোন দিক কোন বিভাগ কর্তৃক সম্পন্ন হবে তা পরিকল্পনায় বর্ণিত না থাকলে এর বাস্তবায়নে সমস্যা দেখা দিতে পারে।

৬. নির্ভুলতা: পরিকল্পনা যতদুর সম্ভব নির্ভর হওয়া বাঞ্ছনীয়। আর এর জন্য সঠিক সময়ে সঠিক পূর্বানুমান অপরিহার্য। পরিকল্পনা নির্ভুল না হলে প্রতিষ্ঠানের অর্থ, শ্রম ও সম্পদের অপচয় বৃদ্ধি পায়। এজন্য অতীত অভিজ্ঞতা পরিস্থিতি এবং তথ্যাবলির বিশে−ষণের উপর ভিত্তি করে পরিকল্পনা প্রণয়ন করা হলে পরিকল্পনা নির্ভুল হওয়ার সম্ভাবনা থাকে।

৭. নমনীয়তা : নমনীয়তা আদর্শ পরিকল্পনার একটি অপরিহার্য বৈশিষ্ট্য। পরিকল্পনা পটভূমির পরিবর্তনের প্রেক্ষিতে পরিকল্পনায় নমনীয়তার ব্যবস্থা রাখা দরকার। কারণ নমনীয়তার ব্যবস্থা না থাকলে পরিবর্তিত পরিস্থিতিতে পরিকল্পনার লক্ষ্য অর্জন করা সম্ভব হয় না।

৮. তথ্য নির্ভরশীলতা : একটি উত্তম পরিকল্পনা অবশ্যয়ই তথ্য ও অভিজ্ঞতা নির্ভর হওয়া উচিত। অবাস্তব ধারণা বা খেয়ালীর উপর নির্ভর করে পরিকল্পনা প্রণয়ন করা হলে তা বাস্তবে সুফল প্রদান করতে পারে না। যে তথ্যের উপর নির্ভর করা হবে তা যথার্থ কিনা তাও বিবেচনা করা উচিত।

৯. সম্পদের পূর্ণ ব্যবহার : পরিকল্পনা এমনভাবে প্রণয়ন করা উচিত যাতে প্রতিষ্ঠানের যে সব সম্পদ ও সুযোগে সুবিধা আছে তার পূর্ণ সদ্ব্যবহার হয়। পরিকল্পনা এমন হওয়া উচিত নয় যাতে সম্পদের অপচয় হয়।

১০. বাস্তবমুখী পরিকল্পনা : পরিকল্পনা সর্বদা বাস্তবমুখী হতে হবে। পরিকল্পনার মধ্যে বাস্তবমুখী উদ্দেশ্য থাকতে হবে এবং এই উদ্দেশ্য অর্জনের জন্য বাস্তবমুখী কর্মসূচী থাকতে হবে।

১১. উপায় সমূহের পূর্ণ সদ্ব্যবহার : একটি আদর্শ পরিকল্পনায় প্রতিষ্ঠানে নিয়োজিত সকল উপায় সমূহের পূর্ণ সদ্ব্যবহারের নিশ্চয়তা থাকা উচিত। পরিকল্পনার সীমাবদ্ধতার কারণে যদি উপায়সমূহ অব্যবহৃত থাকে তবে ফলাফলের বিবেচনায় তা নেতিবাচক হতে বাধ্য।

১২. গ্রহণযোগ্যতা : উত্তম পরিকল্পনা অবশ্যয়ই প্রতিষ্ঠানের সর্বশ্রেণীর কর্মকর্তা ও কর্মচারী কর্তৃক সাদরে গৃহীত হবে। সাধারণতঃ পরিকল্পনার কাজ প্রতিষ্ঠানের শীর্ষস্তর থেকে শুরু করা হয়। তবে এর সঙ্গে অর্ধস্তত্বেরর কর্মচারীদের সম্পৃক্ত করা হলে পরিকল্পনার গ্রহণযোগ্যতা বৃদ্ধি পায়।

পরিশেষে আমরা বলতে পারি যে, একটি আদর্শ ও উত্তম পরিকল্পনাকে অবশ্যয়ই উপরোক্ত বৈশিষ্ট্য সমৃদ্ধ হতে হবে। অন্যথায় এটা শুধু কল্পনাই থেকে যাবে।

প্রতিষ্ঠানের মূল উদ্দেশ্যের সাথে কার্য সম্পাদনের জন্য বিভিন্ন । ধরনের পরিকল্পনা প্রণয়ন করা হয়। একার্থক পরিকল্পনা একবারের জন্য প্রণয়ন করা হয় তার স্থায়ী পরিকল্পনা বার বার ঘটে যাওয়া ঘটনার ব্যবহার করে করা হয় অর্থাৎ এটি স্থায়ী। প্রকৃতির ঘটনা। নিচে একার্থক ও স্থায়ী পরিকল্পনা পার্থক্য তুলে ধরা হলাে:

যে পরিকল্পনা নির্দিষ্ট কোনাে উদ্দেশ্য ওজনের জন্য কেবল একবারের জন্য প্রণীত ব্যবহৃত হয় তাকে একার্থক পরিকল্পনা বলে। পক্ষান্তরে যে পরিকল্পনা প্রতিষ্ঠানের স্থায়ী প্রকৃতির সমস্যা সমাধানের জন্য অর্থাৎ । বারবার যে পরিকল্পনা ব্যবহার করা হয়ে থাকে স্থায়ী পরিকল্পনা বলে।

একার্থক পরিকল্পনা স্বল্পমেয়াদী এবং অস্থায়ী। এটি বিশেষ কোনাে উদ্দেশ্য অর্জনের জন্য একবারের জন্য প্রণীত ও ব্যবহৃত হয়। এটি বারবার ব্যবহার করা হয় না। কিন্তু স্থায়ী পরিকল্পনার প্রকৃতি ও বৈশিষ্ট্য হলাে এটি দীর্ঘমেয়াদী ও স্থায়ী। অস্বাভাবিক কোনাে পরিস্থিতি বা ঘটনার উদ্ভব না হলে এ পরিকল্পনা পরিবর্তন করা হয় না।

একহাত পরিকল্পনার আওতা বা সীমা খুব সীমিত। পক্ষান্তরে স্থায়ী পরিকল্পনার আওতা বা সীমা ব্যাপক।

একার্থক পরিকল্পনা একবার ব্যবহার হয় বিদায় কর্মীদের সতর্কতার সাথে তত্ত্বাবধায়ন করতে হয়। কিন্তু স্থায়ী পরিকল্পনার অধীনে কর্মীরা দীর্ঘ সময় ধরে কাজ করে অভ্যস্ত হয়ে যাইবে তাই এক্ষেত্রে তাদের বেশি তথ্য বাতায়ন এর প্রয়ােজন হয় না।

একার্থক পরিকল্পনার ক্ষেত্রে সময় সুযােগ কম থাকায় নিয়ন্ত্রণ । অপেক্ষাকৃত জটিল হয়। স্থায়ী পরিকল্পনার সময় সুযােগ সুবিধা বেশি থাকায় নিয়ন্ত্রণ অপেক্ষাকৃত সহজ হয়।

উপরিউক্ত আলােচনা থেকে প্রতীয়মান হয় যে। একার্থক পরিকল্পনা ও স্থায়ী পরিকল্পনা উভয়ই পরিকল্পনার দুটি পৃথক রুপ। উভয়ই ভবিষ্যত কার্যক্রমের দিকনির্দেশনার আগাম চিত্র প্রদান করে।
