At every level of government, and throughout the private and nonprofit sectors, there is a need for expert policy analysis and implementation. The expertise and academic interests of the Schar School faculty is extensive, so you can choose from a wide variety of research topics. The advantage of the Schar School’s interdisciplinary approach to public policy is that there is no defined list of fields from which you must choose. In fact, you can define your own field of research. You can also conduct your research through one of the emphasis areas.

PhD Fields of Study in Public Policy

Economic Policy 

The economic policy area emphasizes the application of economic theory and econometrics to analyzing a wide variety of public policy issues. Course offerings build from the PhD core and include both more advanced methods and various applied fields of economics. Topics included in this area include employment, inequality, taxes, retirement, health, entrepreneurship, poverty, development, productivity, international trade and investment, and all the public policies relevant to these issues, both in the U.S. and in other countries.

Energy and Environmental Policy 

Students pursuing the energy and environmental policy field of study investigate how public policy and governance more generally shape the extraction, transformation, exchange, and consumption of natural resources and how these activities, in turn, impact human and natural systems, including attempts at creating sustainable policy instruments and governance that enable conservation, preservation, or restoration, of those resources. The specialization also focuses on corruption and illicit trade in natural resources. Energy and environmental policy is made at multiple levels of governance, from local to global, in every corner of the world, all of which lie within the scope of this field of study. Students develop a diverse, interdisciplinary tool kit with which to carry out analyses of energy and environmental policy formation, implementation, and impact and the conditions that may also lead to the abuse of these natural resources. They learn to employ both quantitative and qualitative methods and draw on analytical traditions in political science, economics, public administration, sociology, and others, with the capacity to enhance these traditions through normative analysis. This knowledge base and the original work carried out for the dissertation provide a foundation to pursue energy and environmental policy research careers in academia, government, non-governmental organizations, and business

Foreign and National Security Policy

Faculty and students in the ScharSchool interested in foreign and national security policy come to the School from a wide range of academic and applied settings. Research efforts focus both on critical international and transnational issues facing America and the world – for example, the proliferation of weapons of mass destruction, energy security, interstate conflict, and the emergence of new potential threats and adversaries – and on the challenges of policy-making itself. Employing a broad set of historical and social scientific research approaches and methods, Schar School research examines the functioning of executive branch, legislative branch, private-sector, and international institutions, and explores the role of political, economic, cultural, and intellectual pressures and constraints in determining options and outcomes. Degree recipients pursue careers not only in academic and research settings, but in U.S. government, business and consulting, and non-profit sectors.

Population, Migration, and Public Policy

Students working the field of  population, migration and public policy  study how changes in the movement and composition of populations create challenges for public policy, and seek to develop creative and effective solutions. These challenges include responding to marked changes in the volume and sources of immigration; adjusting to how internal and international migration shape labor markets, politics, and identities; coping with changes in the age structure of society and how that affects the costs and demands for pensions, health care and social services, as well as the nature of work and cross-generational social contracts; understanding how shifting ethnic composition impacts social and political cohesion and conflict; and devising functional national and international legal frameworks to govern international migration and asylum. Students working in this area will be prepared for careers in an increasingly vital field, with job opportunities in government, the private sector, academia, NGOs and international organizations.

The Ph.D. program at Harris Public Policy prepares students for careers in academia, industry, and government. It emphasizes a rigorous foundation in microeconomics, econometrics, and political economy, along with in-depth study of particular substantive areas associated with policy and policy-making. The program allows students to develop individualized and innovative courses of study in which they work closely with faculty members of the School and the University.

Consistent with the highly quantitative and analytic nature of the Harris School's Ph.D. degree, Harris has categorized the degree under a code which is currently on the DHS STEM list . Students on F-1 visas who have earned a degree that has been designated by the Department of Homeland Security (DHS) as a STEM degree may be eligible to apply for a 24-month extension of their post-completion optional practical training (OPT) so long as they meet all eligibility criteria at the time of application.

The Public Policy PhD is awarded by the Harvard Kenneth C. Griffin Graduate School of Arts and Sciences but is administered by the Higher Committee on Public Policy.  Students enroll in one of four tracks: Economics, Judgment and Decision Making, Politics and Institutions, or Science, Technology and Policy.

The Economics track in the PhD program in Public Policy provides a curriculum for doctoral students seeking rigorous disciplinary training, with a focus on applying the tools of economics to the study of major public policy issues.  Graduates will be prepared for academic teaching and research positions in schools of public policy, economics and other disciplinary departments, as well as policy positions in national governments and international institutions. HKS has a strong core of faculty specializing in a diverse range of subfields of economics, including labor, public and applied microeconomics topics, behavioral economics and decision sciences, environmental economics, international trade, economic development, and other subjects. The program embeds formal economics training within a unique interdisciplinary atmosphere of scholars and practitioners who are working on problems of practice in a wide range of settings. In addition, the PhD program offers teaching and research opportunities for students with leading scholars at HKS and elsewhere at Harvard.

Judgment and Decision Making

The judgment and decision-making track in the PhD program in Public Policy provides a curriculum for doctoral students seeking rigorous interdisciplinary training in psychological science, behavioral economics, and decision science, with a focus on understanding and improving public policy.  A typical program of study includes emphasis on descriptive and normative approaches as well as prescriptive interventions. Graduates will be prepared for academic teaching and research positions in public policy schools, interdisciplinary programs (e.g., management, decision science), and traditional behavioral science departments (e.g., psychology), as well as for analytic positions in industry, think tanks, government, and international institutions.  HKS has a strong core of faculty specializing in judgment and decision-making research as well as faculty specializing in applied policy domains where students may wish to focus.  Intrinsic to the program are teaching and research opportunities with leading scholars at HKS and elsewhere at Harvard.

Politics and Institutions

The Politics and Institutions track provides a curriculum for students interested in a rigorous program of study and research on international or domestic politics and institutions as these issues relate to major public policy issues in the U.S. and around the world.   Graduates will be prepared for academic research and teaching positions in schools of public policy and disciplinary departments such as, but not limited to, political science and history, as well as policy positions in national governments, research centers, and international institutions.  HKS offers a strong cadre of faculty across multiple social science disciplines specializing in politics and institutions, renowned and dynamic research centers, and a unique interdisciplinary atmosphere of scholars and practitioners with expertise in diverse fields. In addition to research opportunities with leading scholars, the PhD program offers training in teaching as well as in public policy writing and communication.

Science, Technology and Policy Studies

The Science, Technology and Policy Studies track provides rigorous interdisciplinary training, drawing on methodological tools from science and technology policy, science and technology studies, policy analysis, political theory, law, and economics. At HKS, students have access to leading scholars from across Harvard in the social sciences, natural sciences, and engineering, with specialties in areas such as security studies, energy policy, innovation and development, environment and climate, biotechnology, data science, and information. The HKS faculty includes practitioners with wide experience at the highest levels of government and industry in science and technology policy. Graduates are qualified for academic teaching and research in public policy schools, interdisciplinary programs, and traditional social science departments, as well as for leadership positions in national and international science and technology policy in both the public and private sectors.

The First Two Years

Students are expected to complete required coursework and sit for the oral general examination. Approval to take the oral examination is predicated on successful completion of the required courses with requisite grades.

Credit for coursework done elsewhere is not granted. There is no language requirement.  Each track has specific course requirements, outlined below: 

Economics 

  • Two courses in microeconomics theory (Economics 2020a and Economics 2020b) 
  • One course in political theory 
  • One course in analytical methods, or completion of a qualifying exam 
  • Two courses in empirical methods 
  • Two doctoral research seminars (API 901 and API 902)

Judgment and Decision Making   

  • Two courses in economic theory 
  • One course in normative theory 
  • Three courses in empirical methods 

Politics and Institutions 

  • Two courses in political theory 
  • One course in analytical methods 

Science, Technology and Policy 

  • Two courses in analytical methods 
  • One course in empirical methods 
  • Two doctoral research seminars (API 901 and API 902) 

Incompletes

In order to convert a grade of Incomplete to a letter grade, the student must complete the requisite coursework by the end of the term following that in which the course was taken. No grade of Incomplete can be used to satisfy any program requirement.

Teaching is not required. A maximum of sixteen term-fifths over a period of five years is permitted. During the third year, a combination of teaching and research, not to exceed three-fifths TIME, is recommended.

First Two Years

Students are assigned an advisor, taking into account each student’s stated research interests at the time of admission. If the research focus changes, students are encouraged to seek out new advisors on their own; however, the director of graduate studies will intervene as needed to facilitate new links to different faculty.

The major effort expended during the first two years is on coursework. By the end of the second year, students are expected to affiliate with a research center at either HKS or FAS. Research assistantships and, in some cases, teaching fellowships often lead to a close relationship with a faculty member that will develop into an official advisor/advisee role.

The primary hurdle of the third year is completion of the dissertation prospectus (which may be a paper or a slide deck), and an oral presentation of either one chapter, (or one paper and an executive summary of the second and third papers, in the case of a three-paper dissertation), to two members of the dissertation committee. A copy of the prospectus, with written approval from both advisors, is then submitted to the program office by the beginning of the fourth year. In addition, students must complete the PhD Research Seminar (API 902), where work in progress on the dissertation is presented.

Fourth Year

By the beginning of the fourth year, all students must have chosen two members of the dissertation committee. The dissertation committee will include at least three faculty members. Affiliations of these faculty members will include one member of the PhD Standing Committee, one HKS-appointed faculty member, and one Harvard Griffin GSAS-appointed faculty member.

Field Requirements and Qualifying Examinations

In order to advance to PhD candidacy, a student must demonstrate PhD-level proficiency in six areas: analytic methods; economics; politics and management and normative theory; quantitative empirical methods; advanced methodology; and a special field of the student’s election. Students must complete at least two PhD-level courses in a primary field and the secondary field.

The purpose of the primary and secondary field requirement is to establish a solid foundation for future research. Students should seek PhD-level courses that broaden and deepen their knowledge in a special field. Since many HKS courses and seminars are targeted toward practitioners rather than scholars, at least part of the special field work will normally be done at Harvard Griffin GSAS (in courses at the 2000-level), or at other graduate units outside the HKS. A plan of study that includes the syllabus for each proposed course in the special field must be submitted to the program office for approval. Only in exceptional circumstances (where, for example, the field of one’s research is not well developed), will the PhD committee grant a petition to substitute a Reading and Research course for a normal course.

General Oral Examination

The general oral examination determines whether the student has sufficient grounding in the literatures of the primary and secondary fields. More broadly, the exam provides an assessment of the student’s academic preparation and aptitude, as well as the student’s interest in and prospects for a successful career after completion of the PhD.

In the middle of the second year the student identifies a primary and secondary field critical to the dissertation research, and works with two faculty examiners confirmed by the director of graduate study. The student meets with the examiners to agree on the nature and scope of the fields and develops a reading list that provides adequate coverage of the fields. The exam is scheduled before the beginning of the third year.

Dissertation

The candidate is required to demonstrate their ability to perform original research in an area of public policy by writing a dissertation that represents a significant contribution to knowledge in that field. Three faculty members supervise the writing of the dissertation. One member of the committee must come from the HKS. The other two must come from a combination of the Harvard Griffin GSAS and the PhD committee.

Note: A member of the Committee on Higher Degrees in Public Policy may represent the Harvard Griffin GSAS at a dissertation defense.

A prospective fifth year, or more advanced, student must have produced at least one acceptable chapter of the dissertation each year beginning in the fifth year. This chapter must be submitted to the dissertation committee for its approval. Evidence of satisfactory progress may also include manuscripts submitted for publication, or abstracts of papers delivered at professional meetings, or other evidence as specified by the dissertation committee chair.

A dissertation may be written in book form or it may take the form of three publishable papers. Two papers may be co-authored. The job market paper must be single-authored.

Dissertation Defense

After the candidate has met all other degree requirements, they must pass an oral examination focused on the dissertation. This examination is given when the final draft of the dissertation has been completed. Dissertation examiners will normally include the three supervisors of the dissertation. The purpose of this examination is to assure the committee that the methodology and basic approach of the dissertation are sound and that the student has received critical advice at the most appropriate stage of their advanced research. The dissertation must be accepted before the formal application for the degree can be activated. The dissertation defense is ordinarily open to the public.

Length of Time to Degree

Average time to completion of the PhD is five years. Except by special vote of the committee, all work for the PhD degree must be completed within five years of completion of the general written and oral examinations.

From the first day of orientation to the final dissertation defense, each student works one-on-one with a faculty mentor to develop and apply the skills needed for a career in academia. By the time they graduate, virtually all of our students have presented their research at key conferences and published their work in peer-reviewed academic journals.

The PhD degree in Public Administration and Policy requires 54 credit hours of approved graduate work for students entering the program with a bachelor's degree alone, or 36 credit hours if entering with a related master's degree.

Students will be admitted into one of two tracks: public administration or public policy. A minimum grade point average of 3.20 in all coursework is required to remain in good standing and to earn the degree. Full-time status is considered to be nine credit hours per semester. Students are expected to complete the degree within four years for those entering with a master's degree and within five years for those entering with a bachelor's degree alone.

Students advance to PhD candidacy by successfully completing all required courses, passing the oral qualifier and two written comprehensive exams (one in each of their fields of study), and defending their dissertation proposals. To earn the degree, students must pass a final oral defense of the dissertation.

Applicants are considered and students admitted for the fall semester only. Please refer to the  application deadlines  page for the deadline to apply. . The personal statement on reasons for pursuing graduate study in the program is essential, along with the other required application materials .

We accept PhD applicants for full-time study only. Students must be funded either by the School of Public Affairs or by an external sponsoring organization (self-funding is not permitted for newly-admitted doctoral students).

Upon acceptance into the program, students selected for AU funding are granted a fellowship with full funding for four years of study if they are entering with a master's degree. Students entering with a bachelor's degree alone are granted a fellowship with full funding for five years of study. Fellowship is contingent on maintaining satisfactory progress each year. Unless applicants expect to be funded through a reliable external source, they must request consideration for funding on their application.

The fellowship with full funding includes tuition benefits as well as an annual stipend. Please, contact the SPA Graduate Admissions Office with questions about the annual stipend during a particular year of admission. As a requirement for the fellowship, students work 20 hours a week with a faculty member.

Students must advance to candidacy by the end of their third year of study (fourth year for those entering with only a bachelor's degree) to continue receiving funding. If they have not achieved candidacy by then, they are required to find external funding or self-fund the remaining part of their program.

The doctoral program in Public Policy & Management at Carnegie Mellon University's Heinz College prepares students to apply a rigorous scientific approach to social, organizational, economic, and management problems in an increasingly connected world.

At Heinz, we live and work at the critical nexus of information technology and public policy. Our Ph.D. in Public Policy & Management was created to train students to approach problems from multiple disciplinary perspectives, to use advanced analytic and theoretical models, and to apply modern technological capabilities such as machine learning to the policy domain.

KEY RESEARCH AREAS

Doctoral students take on a broad range of topics and problems, but some key areas of strength at Heinz College include:

Analyzing and designing practical crime and drug policies is highly challenging. Many of our faculty have been working with sophisticated statistical and policy tools to understand the impact of various state and federal policies on crime rates and the sale of drugs. The research then leads to recommendations on how policies should be designed and updated.

Our faculty is widely acclaimed for their work and influence in this domain and have won top academic honors. Key faculty members are: Al Blumstein , Jon Caulkins , Amelia Haviland , and Daniel Nagin .

The functioning of energy markets and the consequences of environmental regulations have been widely debated in many countries around the world. Our faculty has been actively working on issues related to innovation in the energy sector, impact of energy infrastructure and energy production on local development and pollution, effects of air and water pollution on health outcomes, and the costs and benefits of environmental regulations.

Key faculty members are: Lee Branstetter , Karen Clay , Akshaya Jha , and Edson Severnini . 

CMU's Scott Institute for Energy Innovation  also has a number of faculty working on a broad array of topics related to energy and the environment.

The importance of health care policy cannot be overstated. Many faculty members are working on important role of competition, technology, and regulations that affect the cost and quality of health care delivery.

Our faculty is widely recognized for their academic excellence as well as influence on policy-making. Some key faculty are Martin Gaynor , Amelia Haviland , Rema Padman , and Lowell Taylor .

We have a strong group of faculty in the Management Science domain who use optimization/operations research techniques to solve public policy problems.

In particular, faculty such as Al Blumstein , Jon Caulkins , and Ramayya Krishnan   use these techniques to address problems related to urban planning and transportation research, policy analysis, data mining, and more.

This group is focused on understanding the role of social networks within organizations, the role of teams, and evidence-based analysis. Our faculty includes experts on network-based analysis who examine how influence diffuses. 

David Krackhardt uses his expertise in sociology, economics, and statistics to examine these issues. 

Denise Rousseau is a leading expert on evidence-based management within organizations.

Ph.D. Curriculum

The pre-dissertation stage of the Ph.D. in Public Policy & Management is structured around two sets of requirements: coursework and preliminary papers.

Coursework is designed to build methodological skills, modeling competence, and substantive depth.

Preliminary papers illustrate your ability to produce effective research that exhibits your readiness to begin the dissertation.

The PhD in Public Policy and Administration program is designed to prepare students to address the challenges of governance and service delivery that exist both in the U.S. and around the world. Coursework explores public policy theory, research, and practice in a global context, enabling students to gain expertise in effective U.S. policy management and the ability to apply those insights to problems facing the world at large. The PhD in Public Policy and Administration can position students for career opportunities in research, higher education, or administration in the private, public, or nonprofit sector.

At the end of the program, students will be able to:

Courses composing the Foundation Research Sequence are conducted online and require weekly readings, participation in discussions, and assignment completion. RSCH 8210 and RSCH 8310 must be completed prior to beginning the dissertation or attending Residency 3.

All PhD students are required to complete one advanced-level research course that mirrors the methodology of their intended dissertations. The university offers three advanced courses; individual programs may have other advanced options. Students should refer to their specific programs of study to determine program-specific requirements.

Walden awards the Master of Philosophy (MPhil) degree to recognize PhD students for academic achievement leading up to their dissertation. With an MPhil, students will be able to demonstrate to employers and others that they have an advanced knowledge base in their field of study as well as proficiency in research design and evaluation.

  • A minimum 3.0 GPA is mandatory.

Students who previously completed a master's degree with Walden in the same discipline area are not eligible for an MPhil.

Students who start or readmit to doctoral programs at Walden University in the university catalog for academic year 2017 or later will complete the university’s required  doctoral writing assessment . Designed to evaluate incoming doctoral students’ writing skills, this assessment aims to help prepare incoming doctoral students to meet the university’s expectations for writing at the doctoral level.

Students have up to 8 years to complete their doctoral degree requirements (see  Enrollment Requirements  in the student handbook). Students may petition to extend the 8-year maximum time frame, but an extension is not guaranteed.

The Department of Public Administration and Policy has a vibrant and close-knit international research community of early-career and established researchers. Our engaged scholarship is theoretically-driven, and demonstrates a commitment to methodological pluralism, with particular strengths in qualitative, collaborative and participative approaches.

Undertaking a PhD in Public Administration and Policy, you will have the opportunity to conduct original research under the guidance of academic supervisors within an active research environment, leading to an 80,000 word thesis. You will take a number of research training modules in your first year and may attend further courses offered by the Department or the University that enhance your personal discipline-specific and transferable skills.

The Department of Public Administration and Policy is in the School of Government, one of the leading UK and international centres for governance, politics, international development, and public management. As one of the largest Schools of Government, in the United Kingdom, it is home to more than 80 full-time academic staff, more than 1,200 undergraduate and taught postgraduate students, and more than 70 doctoral researchers.

The School of Government offers much more than a degree. As a doctoral student here, you have the opportunity to take part in a wide range of research events with staff and other doctoral students, including a PGR Colloquium and departmental speaker series. Please read this information carefully before completing your application.

Our Standard Requirements

Applicants for degrees by research should have at least a good Honours degree or equivalent academic qualification. Our normal policy is to register PhD applicants for an MPhil, and transfer them to PhD if their work is of an acceptable standard. If you have registered for the MSc you may, after nine months full-time (18 months part-time), apply to transfer to an MPhil or PhD.

You will need to show evidence of satisfactory progress with your thesis, and have provided an acceptable programme of further research. MPhil students may apply to transfer to a PhD by meeting similar conditions.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a GPA of 14/20 from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Holders of the Licenciado or an equivalent professional title from a recognised Argentinian university, with a promedio of at least 7.5, may be considered for entry to a postgraduate degree programme. Applicants for PhD degrees will normally have a Maestria or equivalent

Applicants who hold a Masters degree will be considered for admission to PhD study.

Holders of a good four-year Diplomstudium/Magister or a Masters degree from a recognised university with a minimum overall grade of 2.5 will be considered for entry to postgraduate research programmes.

Students with a good 5-year Specialist Diploma or 4-year Bachelor degree from a recognised higher education institution in Azerbaijan, with a minimum GPA of 4/5 or 80% will be considered for entry to postgraduate taught programmes at the University of Birmingham.

For postgraduate research programmes applicants should have a good 5-year Specialist Diploma (completed after 1991), with a minimum grade point average of 4/5 or 80%, from a recognised higher education institution or a Masters or “Magistr Diplomu” or “Kandidat Nauk” from a recognised higher education institution in Azerbaijan.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a GPA of 3.0/4.0 or 75% from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree, with a CGPA of 3.0-3.3/4.0 or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Students who hold a Masters degree from the University of Botswana with a minimum GPA of 3.0/4.0 or 3.5/5.0 (70%/B/'very good') will be considered for Postgraduate Diplomas and Masters degrees.

Please note 4-year bachelor degrees from the University of Botswana are considered equivalent to a Diploma of Higher Education. 5-year bachelor degrees from the University of Botswana are considered equivalent to a British Bachelor (Ordinary) degree.

Students who have completed a Masters degree from a recognised institution will be considered for PhD study.

A Licenciatura or Bacharelado degree from a recognised Brazilian university:

  • A grade of 7.5/10 for entry to programmes with a 2:1 requirement
  • A grade of 6.5/10for entry to programmes with a 2:2 requirement

Holders of a good Bachelors degree with honours (4 to 6 years) from a recognised university with a upper second class grade or higher will be considered for entry to taught postgraduate programmes.  Holders of a good Masters degree from a recognised university will be considered for entry to postgraduate research programmes.

Holders of a good post-2001 Masters degree from a recognised university will be considered for entry to postgraduate research programmes.

Students with a minimum average of 14 out of 20 (or 70%) on a 4-year Licence, Bachelor degree or Diplôme d'Etudes Superieures de Commerce (DESC) or Diplôme d'Ingénieur or a Maîtrise will be considered for Postgraduate Diplomas and Masters degrees.

Holders of a bachelor degree with honours from a recognised Canadian university may be considered for entry to a postgraduate degree programme. A GPA of 3.0/4, 7.0/9 or 75% is usually equivalent to a UK 2.1.

Holders of the Licenciado or equivalent Professional Title from a recognised Chilean university will be considered for Postgraduate Diplomas and Masters degrees. Applicants for PhD study will preferably hold a Magister degree or equivalent.

Students with a bachelor’s degree (4 years minimum) may be considered for entry to a postgraduate degree programme. Holders of the Licenciado/Professional Title from a recognised Colombian university will be considered for our Postgraduate Diploma and Masters degrees. Applicants for PhD degrees will normally have a Maestria or equivalent.

Holders of a good bachelor degree with honours (4 to 6 years) from a recognised university with a upper second class grade or higher will be considered for entry to taught postgraduate programmes.  Holders of a good Masters degree from a recognised university will be considered for entry to postgraduate research programmes.

Holders of a good Bacclaureus (Bachelors) from a recognised Croatian Higher Education institution with a minimum overall grade of 4.0 out of 5.0, vrlo dobar ‘very good’, or a Masters degree, will be considered for entry to postgraduate research programmes.

Holders of a Bachelors degree(from the University of the West Indies or the University of Technology) may be considered for entry to a postgraduate degree programme. A Class II Upper Division degree is usually equivalent to a UK 2.1. For further details on particular institutions please refer to the list below.  Applicants for PhD level study will preferably hold a Masters degree or Mphil from the University of the West Indies.

Applicants for postgraduate research programmes should hold a good Bachelors degree from a recognised institution with a minimum overall grade of 6.5 out of 10, or a GPA of 3 out of 4, and will usually be required to have completed a good Masters degree to be considered for entry to postgraduate research programmes. Applicants with lower grades than this may be considered on an individual basis.

Holders of a good Bakalár from a recognised Czech Higher Education institution with a minimum overall grade of 1.5, B, velmi dobre ‘very good’ (post-2004) or 2, velmi dobre ‘good’ (pre-2004), or a good post-2002 Magistr (Masters), will be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a good Bachelors degree from a recognised institution with a minimum overall grade of 7-10 out of 12 (or 8 out of 13) or higher for 2:1 equivalence and will usually be required to have completed a good Masters/ Magisterkonfereus/Magister Artium degree to be considered for entry to postgraduate research programmes. Applicants with lower grades than this may be considered on an individual basis.

Holders of the Licenciado or an equivalent professional title from a recognised Ecuadorian university may be considered for entry to a postgraduate degree programme. Grades of 70% or higher can be considered as UK 2.1 equivalent.  Applicants for PhD level study will preferably hold a Magister/Masterado or equivalent qualification, but holders of the Licenciado with excellent grades can be considered.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a GPA of 3.0/4.0 or 75% from a recognised institution. Applicants with lower grades than this may be considered on an individual basis.

Holders of a good Bakalaurusekraad from a recognised university with a minimum overall grade of 4/5 or B, or a good one- or two-year Magistrikraad from a recognised university, will be considered for entry to postgraduate research programmes.

Students who hold a Masters degree with very good grades (grade B, 3.5/4 GPA or 85%) will be considered for Postgraduate Diplomas and Masters degrees. 

Holders of a good Kandidaatti / Kandidat (old system), a professional title such as Ekonomi, Diplomi-insinööri, Arkkitehti, Lisensiaatti (in Medicine, Dentistry and Vetinary Medicine), or a Maisteri / Magister (new system), Lisensiaatti / Licenciat, Oikeustieteen Kandidaatti / Juris Kandidat (new system) or Proviisori / Provisor from a recognised Finnish Higher Education institution, with a minimum overall grade of 2/3 or 4/5, will be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a should hold a Bachelors degree and will usually be required to have completed a Masters/Maîtrise with a minimum overall grade of 13 out of 20, or a Magistère / Diplôme d'Etudes Approfondies / Diplôme d'Etudes Supérieures Specialisées / Mastère Specialis, from a recognised French university or Grande École to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of a Magister Artium, a Diplom or an Erstes Staatsexamen from a recognised university with a minimum overall grade of 2.5, or a good two-year Lizentiat / Aufbaustudium / Zweites Staatsexamen or a Masters degree from a recognised university, will be considered for entry to postgraduate research programmes.

Students who hold a Bachelor degree from a recognised institution will be considered for Postgraduate Diplomas and Masters degrees. Most taught Masters programmes require a minimum of an upper second class degree (2.1) with a minimum GPA of at least 3.0/4.0 or 3.5/5.0 Students who have completed a Masters degree from a recognised institution will be considered for PhD study.

Applicants for postgraduate research programmes should hold a good four-year Ptychio (Bachelor degree) with a minimum overall grade of 6.5 out of 10, from a recognised Greek university (AEI), and will usually be required to have completed a good Metaptychiako Diploma Eidikefsis (Masters degree) from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

4-year Licenciado is deemed equivalent to a UK bachelors degree. A score of 75 or higher from Universidad de San Carlos de Guatemala (USAC) can be considered comparable to a UK 2.1, 60 is comparable to a UK 2.2.  Private universities have a higher pass mark, so 80 or higher should be considered comparable to a UK 2.1, 70 is comparable to a UK 2.2

The Hong Kong Bachelor degree is considered comparable to British Bachelor degree standard. Students with bachelor degrees awarded by universities in Hong Kong may be considered for entry to one of our postgraduate degree programmes.

Students with Masters degrees may be considered for PhD study.

Holders of a good Alapfokozat / Alapképzés or Egyetemi Oklevel from a recognised university with a minimum overall grade of 3.5, or a good Mesterfokozat (Masters degree) or Egyetemi Doktor (university doctorate), will be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree, with a 60% or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of the 4 year Sarjana (S1) from a recognised Indonesian institution will be considered for postgraduate study. Entry requirements vary with a minimum requirement of a GPA of 2.8.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a score of 14/20 or 70% from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree from a recognised institution, with 100 out of 110 or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Students who hold the Maitrise, Diplome d'Etude Approfondies, Diplome d'Etude Superieures or Diplome d'Etude Superieures Specialisees will be considered for Postgraduate Diplomas and Masters degrees (14-15/20 or Bien from a well ranked institution is considered comparable to a UK 2.1, while a score of 12-13/20 or Assez Bien is considered comparable to a UK 2.2).

Students with a Bachelor degree from a recognised university in Japan will be considered for entry to a postgraduate Masters degree provided they achieve a sufficiently high overall score in their first (Bachelor) degree. A GPA of 3.0/4.0 or a B average from a good Japanese university is usually considered equivalent to a UK 2:1.

Students with a Masters degree from a recognised university in Japan will be considered for PhD study. A high overall grade will be necessary to be considered.

Students who have completed their Specialist Diploma Мамаң дипломы/Диплом специалиста) or "Magistr" (Магистр дипломы/Диплом магистра) degree (completed after 1991) from a recognised higher education institution, with a minimum GPA of 2.67/4.00 for courses requiring a UK lower second and 3.00/4.00 for courses requiring a UK upper second class degree, will be considered for entry to postgraduate Masters degrees and, occasionally, directly for PhD degrees.  Holders of a Bachelor "Bakalavr" degree (Бакалавр дипломы/Диплом бакалавра) from a recognised higher education institution, with a minimum GPA of  2.67/4.00 for courses requiring a UK lower second and 3.00/4.00 for courses requiring a UK upper second class degree, may also be considered for entry to taught postgraduate programmes.

Students who hold a Bachelor degree from a recognised institution will be considered for Postgraduate Diplomas and Masters degrees. Most taught Masters programmes require a minimum of an upper second class degree (2.1) with a minimum GPA of at least 3.0/4.0 or 3.5/50

Holders of a good Postgraduate Diploma (professional programme) from a recognised university or institution of Higher Education, with a minimum overall grade of 7.5 out of 10, or a post-2000 Magistrs, will be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a score of 16/20 or 80% from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Holders of a Bachelors degree from a recognised university in Libya will be considered for postgraduate study. Holders of a Bachelors degree will normally be expected to have achieved score of 70% for 2:1 equivalency or 65% for 2:2 equivalency. Alternatively students will require a minimum of 3.0/4.0 or BB to be considered.

Holders of a good pre-2001 Magistras from a recognised university with a minimum overall grade of 8 out of 10, or a good post-2001 Magistras, will be considered for entry to postgraduate research programmes

Holders of a good Bachelors degree from a recognised Luxembourgish Higher Education institution with a minimum overall grade of 16 out of 20, or a Diplôme d'Études Supérieures Spécialisées (comparable to a UK PGDip) or Masters degree from a recognised Luxembourgish Higher Education institution will be considered for entry to postgraduate research programmes.

Students who hold a Masters degree will be considered for Postgraduate Diplomas and Masters degrees (70-74% or A or Marginal Distinction from a well ranked institution is considered comparable to a UK 2.1, while a score of 60-69% or B or Bare Distinction/Credit is considered comparable to a UK 2.2).

Holders of a Bachelors degree from a recognised Malaysian institution (usually achieved with the equivalent of a second class upper or a grade point average minimum of 3.0) will be considered for postgraduate study at Diploma or Masters level.

Holders of a good Bachelors degree from the University of Malta with a minimum grade of 2:1 (Hons), and/or a Masters degree, will be considered for entry to postgraduate research programmes.

Students who hold a Bachelor degree (Honours) from a recognised institution (including the University of Mauritius) will be considered for Postgraduate Diplomas and Masters degrees.  Most taught Masters programmes require a minimum of an upper second class degree (2:1).

Students who hold the Licenciado/Professional Titulo from a recognised Mexican university with a promedio of at least 8 will be considered for Postgraduate Diplomas and Masters degrees.

Students who have completed a Maestria from a recognised institution will be considered for PhD study.

Applicants for postgraduate research programmes should hold a Bachelors degree, licence or Maîtrise and a Masters degree, with a score of 14/20 or 70% from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Students with a good four year honours degree from a recognised university will be considered for postgraduate study at the University of Birmingham. PhD applications will be considered on an individual basis.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree, with 60-74% or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of a good Doctoraal from a recognised Dutch university with a minimum overall grade of 7 out of 10, and/or a good Masters degree, will be considered for entry to postgraduate research programmes.

Students who hold a Bachelor degree (minimum 4 years and/or level 400) from a recognised institution will be considered for Postgraduate Diplomas and Masters degrees.  Most taught Masters programmes require a minimum of an upper second class degree (2.1) with a minimum GPA of at least 3.0/4.0 or 3.5/5.0

Applicants for postgraduate research programmes should hold a good Bachelors degree from a recognised institution with a minimum GPA of B/Very Good or 1.6-2.5 for a 2.1 equivalency, and will usually be required to have completed a good Masters, Mastergrad, Magister. Artium, Sivilingeniør, Candidatus realium or Candidatus philologiae degree to be considered for entry to postgraduate research programmes. Applicants with lower grades than this may be considered on an individual basis.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree, with a CGPA of 3.0/4 or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of a Bachelors degree from a recognised university in the Palestinian Territories will be considered for postgraduate study. Holders of Bachelors degree will normally be expected to have achieved a GPA of 3/4 or 80% for 2:1 equivalency or a GPA of 2.5/4 or 70% for 2:2 equivalency.    

Holders of the Título de Licenciado /Título de (4-6 years) or an equivalent professional title from a recognised Paraguayan university may be considered for entry to a postgraduate degree programme. Grades of 4/5 or higher can be considered as UK 2.1 equivalent.  The Título Intermedio is a 2-3 year degree and is equivalent to a HNC, it is not suitable for postgraduate entry but holders of this award could be considered for second year undergraduate entry or pre-Masters.  Applicants for PhD level study will preferably hold a Título de Maestría / Magister or equivalent qualification, but holders of the Título/Grado de Licenciado/a with excellent grades can be considered.

Holders of the Licenciado, with at least 13/20 may be considered as UK 2.1 equivalent. The Grado de Bachiller is equivalent to an ordinary degree, so grades of 15+/20 are required.  Applicants for PhD level study will preferably hold a Título de Maestría or equivalent qualification.

Holders of a good pre-2001 Magister from a recognised Polish university with a minimum overall grade of 4 out of 5, dobry ‘good’, and/or a good Swiadectwo Ukonczenia Studiów Podyplomowych (Certificate of Postgraduate Study) or post-2001 Magister from a recognised Polish university with a minimum overall grade of 4.5/4+ out of 5, dobry plus 'better than good', will be considered for entry to postgraduate research programmes.

Holders of a good Licenciado from a recognised university, or a Diploma de Estudos Superiores Especializados (DESE) from a recognised Polytechnic Institution, with a minimum overall grade of 16 out of 20, and/or a good Mestrado / Mestre (Masters) from a recognised university, will be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a good Bachelors degree from a recognised Romanian Higher Education institution with a minimum overall grade of 8 out of 10, and will usually be required to have completed a Masters degree/Diploma de Master/Diploma de Studii Academice Postuniversitare (Postgraduate Diploma - Academic Studies) or Diploma de Studii Postuniversitare de Specializare (Postgraduate Diploma - Specialised Studies) to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of a good Диплом Специалиста (Specialist Diploma) or Диплом Магистра (Magistr) degree from recognised universities in Russia (minimum GPA of 4.0) will be considered for entry to taught postgraduate programmes/PhD study.

Students who hold a 4-year Bachelor degree with at least 16/20 or 70% will be considered for Postgraduate Diplomas and Masters degrees.   

Students who hold a Maitrise, Diplome d'Etude Approfondies,Diplome d'Etude Superieures or Diplome d'Etude Superieures Specialisees will be considered for Postgraduate Diplomas and Masters degrees. A score of 14-15/20 or Bien from a well ranked institution is considered comparable to a UK 2.1, while a score of 12-13/20 or Assez Bien is considered comparable to a UK 2.2

Students who hold a Bachelor (Honours) degree from a recognised institution with a minimum GPA of 3.0/4.0 or 3.5/5.0 (or a score of 60-69% or B+) from a well ranked institution will be considered for most our Postgraduate Diplomas and Masters degrees with a 2:1 requirement.

Students holding a good Bachelors Honours degree will be considered for postgraduate study at Diploma or Masters level.

Holders of a good three-year Bakalár or pre-2002 Magister from a recognised Slovakian Higher Education institution with a minimum overall grade of 1.5, B, Vel’mi dobrý ‘very good’, and/or a good Inžinier or a post-2002 Magister from a recognised Slovakian Higher Education institution will be considered for entry to postgraduate research programmes.

Holders of a good Diploma o pridobljeni univerzitetni izobrazbi (Bachelors degree), Diplomant (Professionally oriented first degree), Univerzitetni diplomant (Academically oriented first degree) or Visoko Obrazovanja (until 1999) from a recognised Slovenian Higher Education institution with a minimum overall grade of 8.0 out of 10, and/or a good Diploma specializacija (Postgraduate Diploma) or Magister (Masters) will be considered for entry to postgraduate research programmes.

Students who hold a Bachelor Honours degree (also known as Baccalaureus Honores / Baccalaureus Cum Honoribus) from a recognised institution will be considered for Postgraduate Diplomas and Masters degrees. Most Masters programmes will require a second class upper (70%) or a distinction (75%).

Holders of a Masters degree will be considered for entry to postgraduate research programmes.

Holders of a Bachelor degree from a recognised South Korean institution (usually with the equivalent of a second class upper or a grade point average 3.0/4.0 or 3.2/4.5) will be considered for Masters programmes.

Holders of a good Masters degree from a recognised institution will be considered for PhD study on an individual basis.

Applicants for postgraduate research programmes should hold a Bachelors degree and will usually be required to have completed a Masters degree, with 7 out of 10 or higher for 2:1 equivalency from a recognised institution to be considered for entry. Applicants with lower grades than this may be considered on an individual basis.

Holders of a good "PostGraduate Certificate" or "PostGraduate Diploma" or a Masters degree from a recognised Swiss higher education institution (with a minimum GPA of 5/6 or 8/10 or 2/5 (gut-bien-bene/good) for a 2.1 equivalence) may be considered for entry to postgraduate research programmes.

Applicants for postgraduate research programmes should hold a Bachelors degree and a Masters degree, with a GPA of 3.0/4.0, 3.5/5 or 75% from a recognised institution to be considered. Applicants with lower grades than this may be considered on an individual basis.

Holders of a Lisans Diplomasi with a minimum grade point average (GPA) of 3.0/4.0 from a recognised university will be considered for postgraduate study at Diploma or Masters level.

Holders of a Yuksek Diplomasi from a recognised university will be considered for PhD study.

The University will consider students who hold an Honours degree from a recognised institution in the USA with a GPA of:

  • 2.8 GPA (on a 4.0 scale) for entry to programmes with a 2:2 requirement

You will meet your supervisor approximately fortnightly (monthly for part-time students) over the course of your study. Supervisors are experienced in managing the research process and are chosen to complement your area of interest. You will discuss your research with a panel every six months (part-time: every 12 months). The panel is chaired by an experienced researcher from the department, and includes your supervisor and another member of staff. It provides an important opportunity to present progress on your research and to have a wider discussion about your work.

Your supervisor will read and comment on drafts of your thesis before it is finally submitted. An external and an internal examiner (who will not be your supervisor) will then examine it, and will normally meet with you for a viva. They will judge whether your thesis demonstrates:

  • Knowledge of the relevant academic literature
  • Skill in use of research methods
  • Independent investigation
  • Clear presentation of information
  • Arguments presented in a coherent and appropriate form

MPhil students must show original work of merit that is worthy of publication. The requirement for PhDs is that the work is an original contribution to knowledge that is worthy of publication.

Departments from across the School of Government are all based within the Muirhead Tower on the University of Birmingham campus. Muirhead Tower offers state-of-the-art teaching and research study facilities including free wifi throughout the building and dedicated study areas for postgraduate research students.

The space has been designed to create modern, attractive spaces for teaching and research accommodating 150 academic offices, 230 "hubs" for post graduate research students, teaching rooms for up to 100 people and a 200 seat lecture theatre.

If I gain a postgraduate research degree in Local Government Studies, what are my career prospects?

In addition to the academic knowledge gained through their course, postgraduates from the Department of Public Administration and Policy develop transferable skills that are useful in many occupations. These include familiarity with research methods; the ability to manage large and diverse quantities of information; the ability to organise information in a logical and coherent manner; judging and evaluating complex information; and making reasoned arguments, both orally and in written work.

Graduates are attracted to careers in both public and private sectors. These include local government, policing, health services, transport, legal services, prison services and housing. Some of these careers require further professional training, and/or building a portfolio of relevant work experience. Many PhD graduates also successfully gain academic research and teaching posts.

Show more Global dependence on agricultural and energy resources trade has grown significantly in the past several decades. In the coming decades, the roles and implications of international trade of various commodities will change, influenced by and important for achieving climate mitigation goals. As globalization increases, new energy technologies emerge, and new climate-oriented trade policies are enacted, there is a need to understand the resulting implications (opportunities and vulnerabilities) on exporters and importers. I present three essays that use the Global Change Analysis Model (GCAM) to evaluate future, inter-regional trade dynamics in a climate-mitigating world. Essay 1 focuses on Latin America and the Caribbean (LAC), a key agricultural exporting region. I show that agricultural market integration (i.e., the reduction of trade barriers) and climate mitigation policies could increase agricultural production and trade opportunities for many LAC economies (particularly in southern South America). Total net export revenue across LAC could reach $110-$270 billion annually by 2050. However, these opportunities could also pose significant economic and environmental trade-offs, including emissions reduction challenges, potential loss of livestock production, increased consumer expenditures, and deforestation and water scarcity pressures. Essay 2 explores the role of liquefied natural gas (LNG) trade as a rapidly emerging technology compared to pipeline natural gas. I analyze how advances in LNG technology, limitations on trade, and climate mitigation policies could affect global and regional vulnerabilities in energy supply. Globally, new additions in LNG and pipeline export infrastructure, range from 330-1330 and 130-440 million tons per annum (MTPA), respectively, by 2050 across scenarios, with the lower end of this range achieved through a transition to a net-zero energy system and limited trade. The results also highlight diverging risks for different gas exporters. For example, Russia, which produces gas largely for pipeline exports, may face larger underutilization due to advances in LNG technology and geopolitical shifts than regions oriented towards domestic and LNG markets, such as the USA and Middle East. Essay 3 evaluates whether import-restrictions on deforestation linked oil crops (i.e., oil palm and soybean) can be effective in reducing deforestation and land use change (LUC) emissions as well as their broader economic implications. I find that current EU restrictions will likely have minimal impact. If extended beyond the EU, import restrictions could drive reductions in cumulative LUC emissions in key oil-crop exporting regions— up to 0.9% in Indonesia, 1.5% in the rest of Southeast Asia, 3.8% in Argentina and 6.7% in Brazil, relative to a scenario with no import restrictions. However, these key exporters could also face losses ranging $4.1-$61 billion in cumulative agricultural production revenue by 2050. Show more

Show more This dissertation delves into the significant challenges nonprofit organizations face in accessing tax-exempt bond markets—a vital resource for financing their capital projects and expanding services, particularly in capital-intensive sectors like hospitals and housing-related nonprofits. Although these bonds are intended to provide cost-effective capital for public service entities, nonprofits encounter greater borrowing obstacles than governmental entities, a phenomenon insufficiently studied due to data limitations. To bridge this research gap, my study leverages a unique dataset combining IRS 990 Schedule K forms and municipal bond data, thereby enriching our comprehension of nonprofit financing in the bond market. The overarching question of this research is why nonprofits choose particular debt instruments over others for their capital funding needs and to identify the barricades that hinder more nonprofits from leveraging the municipal bond market efficiently. The first essay examines the nonprofit bond issuance landscape, identifying disparities in interest rates, underwriter fees, and bond rating acquisition among various nonprofit sectors. Notably, charter schools and senior housing nonprofits face higher interest and issuance costs and exhibit lower tendencies to obtain bond ratings, pivotal for signaling creditworthiness and reducing interest rates. Furthermore, there's a uniformly low tendency across all subsectors to obtain credit enhancements, indicating nonprofits' difficulties in persuading credit enhancement agencies willing to take over their default. The reluctance to secure bond ratings and credit enhancements highlights a systemic issue within nonprofit financing, potentially escalating financial risks. The second essay scrutinizes nonprofits' financial decisions concerning mortgages, tax-exempt bonds, and insider loans through the lens of static trade-off (STT) and pecking order theories (POT). Analysis via a Heckman selection model indicates that nonprofits with more diverse revenue streams and with stable source of income have increased usage of mortgages with lower issuance costs and greater repayment flexibility, aligning with STT. Conversely, these nonprofits are less inclined to use tax-exempt bonds, a finding that aligns POT. The results challenge conventional capital structure theories and underscoring the need for novel theoretical perspectives. The third essay explores the impacts of nonprofits' financial conditions on their bond credit ratings. Ordered probit regression with the Heckman selection correction reveal that nonprofits’ tendency towards financial leanness contributes to low bond crediting ratings. Specifically, minimized profits, operating revenue, and cash flows, combined with over-dependence on donations and program revenue lead to weaker credit ratings. This scenario reveals a paradox where financial prudence, intended to foster donor confidence, inadvertently signals limited debt repayment capacity to credit rating agencies, inflating borrowing costs. Collectively, these essays contribute significantly to understanding the financial barriers impeding nonprofits' effective use of tax-exempt bonds, underscoring a high-risk perception regarding nonprofit bonds among investors and financial agencies. The insights garnered from this dissertation also underscore critical areas for future research and policymaking, aimed at facilitating more equitable and efficient capital access for nonprofits, thereby enhancing their ability to serve marginalized communities and fulfill their mission-driven objectives. This dissertation comprises three essays exploring demand-side decarbonization strategies.Essay 1 evaluates the effectiveness of the electricity rate structure. This essay examines whether commercial consumers respond to nonlinear pricing schedules. I investigate a four-tiered rate structure from 5/1/2013 to 12/31/2016 in Phoenix Metropolitan, Arizona, including 597 commercial accounts. Hourly electricity consumption data makes it possible to detect consumption changes at each cutoff. This essay finds that consumers with higher usage tend to be more sensitive to average prices, while consumers with lower usage are more sensitive to marginal prices. The results indicate that nonlinear rate structures can reduce electricity consumption, particularly for commercial consumers with lower energy demand. Furthermore, policymakers should tailor conservation policies differently for commercial electricity consumers to manage energy demand. Essay 2 investigates the co-adoption of renewable technologies. While market and behavioral factors have been attributed to the low adoption rate of low-carbon technologies, one factor has yet to be fully explored - the network of renewable energy actors. This essay focuses on the residential co-adoption of solar PV and battery storage. The results confirm the importance of central coordinators and the need for highly cooperative groups among involved RE actors to advocate for co-adoption. Policymakers or policy entrepreneurs may serve as a bridge between isolated actors in the network or facilitate closed-loop relationships between allies, thereby facilitating technological diffusion in the solar and battery sectors. Essay 3 examines the impact of CCUS technologies. A CCUS supply chain captures CO2 and delivers it to a suitable location where CO2 can either be used or injected deep underground for long-term storage. While it reduces carbon emissions, it also poses risks to local communities. This essay examines the net impact of CCUS projects. By combining nationwide CCUS data with property-level transaction data between 1990 and 2021, this essay finds that residents living within 4.2 km of a CCUS facility enjoy an average price premium of 4.14% (or $9,673). Interviews with real estate agents near CCUS projects indicate their positive impact may be attributed to job creation and housing demand. Policymakers can use the information about possible price premiums to influence local perceptions of CCUS technologies and to promote their global deployment. Show more

Show more This mixed methods dissertation investigates the impact that cost-disaggregating tools like the Delaware Cost Study (DCS) have on the expenditure patterns at large, public research universities. It draws on public budgeting and higher education finance literature to form a theory of action that hypothesizes that expense management at such institutions will result in the internal realignment of resources but will not alter the total amount spent. The quantitative model employs a 15-year panel data set comprised of financial and operational activity data for 69 R1 universities to tests the influence of DCS participation against this idea. The primary quantitative outcome shows that total costs are indeed not altered by cost disaggregation efforts, but that spending at universities employing such approaches is, on average, higher for Instruction and Scholarships and lower for Institutional Support and Student Service activities than the spending at non-DCS participants. The results inform the contrasting case selection strategy that highlights three similar constituted universities with differing quantitative results in an extensive interview-based qualitative analysis. The interviews detail the varied positive and negative outcomes of the use of DCS and similar tools, sheds light as to why the quantitative results occurred at each university, and documents the commonalities. Recommendations derived from the combined results of the two research methods signal key tenets that policy makers may utilize to enhance the effectiveness of public financial management for large, complex state-sponsored universities.
